Louisiana The Office of Telecommunications Management maintains the louisiana Wide Area k12 schools, and local governments, are billed monthly at a flat rate. http://www.benton.org/publibrary/state/louisiana.html
Extractions: The state government's use of telecommunications technology is highly decentralized, with no overall coordinating strategy. Each state department or agency is responsible for its own level of commitment to information technology and for procuring funds to sponsor that commitment. The Office of Telecommunications Management maintains the Louisiana Wide Area Network, a network service that provides state agencies with hardware, software, and support. Agencies pay an initial fee to connect to the network as well as monthly subscription fees. A 1994 article on telemedicine rated Louisiana as one of the five most advanced states in telemedicine technology. At that time telemedicine efforts appeared to be driven by the private sector without the involvement of state government. However, legislation (1995 La. SB 774) is now under way to create a coordinating council on telemedicine and distance learning. Efforts within the legislature (1995 La. HB 2159) and the governor's office have resulted in a plan to create the Louisiana Database Commission to oversee the collection and distribution of electronic data pertinent to state business and public welfare. The commission will ensure that public records and other data are available to state agencies and other interested parties in a cost-effective way. It will also encourage cooperation among public entities and private individuals, businesses, and nonprofit corporations to develop, enhance, and share databases.

Extractions: Decision Support System Although the two data collection systems housed detailed, policy relevant information, the LDE needed to develop an adequate mechanism for conveying this information to decision makers in a timely and convenient manner. The LDE established a team to deploy a decision support system (DSS) designed to provide decision makers access to information on education inputs and outcomes at the school, LEA, and SEA levels. The decision support system was deployed in two stages. First an internal system was developed, accessible by data and budget analysts at the LDE. This functioned as a pilot system for checking the DSS organization, formats, and help features. Next an external web server was linked to the LDE home page and made accessible to a wide range of clients both inside and outside the LDE. Data reports were placed on the external web after they had been pilot tested internally. Several paper reports were moved to the web, including individualized school and district report cards.

(This is in spite of a 38% rise in average Louisiana teacher pay from 1996-97 to 2001-02.) SOCIAL ISSUES Council for A Better Louisiana STUDENT AND SCHOOL ACCOUNTABILITY At the core of the accountability program is high-stakes testing, which consists of exams aligned with content standards created for each subject. Such testing, while providing needed data for gauging performance, puts heightened stress on both the students and the teachers.

Extractions: Sun Mon Tue Wed Thu Fri Sat Add me to your TypePad People list Main A Rand Corp study reveals that California's K-12 education system lags behind the rest of the country on pretty much every objective measure. On academic measures the state that once led the country in public education now leads only Louisiana and Mississippi... now that's something to be proud of... "woo-hoo, we beat Louisiana and Mississippi" (how much you wanna bet that most CA students cannot even spell either of those state names?) It's really stunning to see how little $45 billion a year buys you these days, almost half of California's budget, 43% to be exact is spent on public education and that's not even getting into the massive bond measures that have been floated in recent years to pay for public school infrastructure. Putting these kids through school and getting them into college is not only a priority, it's vital to the economic future of the State. Not only do we require an educated work force, people who are not qualified for well paying jobs consume more public services than those who are well employed. Therefore, not only do we need to generate the tax revenues through growing the economy, we need to minimize the public services expenditures from those that didn't get the education we paid for. And when I look at how much I pay in property taxes every year, well it just plain out pisses me off. Wonder what the schools are like in Colorado?
