    Extractions: WASHNGTON, DC - On Friday night, Secretary of Agriculture Mike Johanns announced that a non-ambulatory beef cow that had twice tested positive in November 2004 for mad cow disease with rapid tests (but then tested negative on a follow-up immunohistochemistry test) recently tested positive for mad cow disease, using a more definitive Western Blot technique. The Consumers Union, the publisher of Consumer Reports magazine, urged the USDA in January 2005 to re-test the suspect animal using Western Blot, considered to be the most accurate test for mad cow disease. Although the USDA says it will now send samples to Britain, further testing is expected to confirm that this animal is the second case of mad cow disease in the United States and the fifth in North America, in two years. Various media have reported that the cow is from Texas. "The mad cow testing and cattle feed regulations in the United States are simply a sham," said Ronnie Cummins, National Director of the Organic Consumers Association. "The USDA has never disclosed how the relatively small number of U.S. cattle tested are actually chosen. The United States refuses to conduct the food safety testing for mad cow disease that protects consumers in the European Union and Japan, which would require testing millions of U.S. cattle each year. The USDA has also declared it is criminal for any private U.S. meat plants or beef producers to test their own animals for mad cow disease. In effect, the USDA is covering up mad cow in the United States through secretive, inadequate testing and a lack of transparency."

In a report summarizing their work*, the researchers demonstrate a strong link between the dramatic deforestation rates, which the Brazilian government is expected to announce shortly, and the growth in exports that have caused a massive surge in the Brazilian Amazon's cattle population-from 26 million head in 1990 to 57 million in 2002. The report, Hamburger Connection Fuels Amazon Destruction-issued by the Center for International Forestry Research (CIFOR), a Future Harvest Center based in Bogor, Indonesia-suggests that the jump in the worldwide demand for Brazilian beef has been brought on by several factors, among them concerns regarding the threat of mad cow disease in several other cattle-producing countries.

This decision follows the rejection of a shipment of 57,000 Australian sheep by Saudi authorities. Saudi Arabia's quarantine officials at the Port of Jeddah alleged that some 6 per cent of the animals in the shipment were affected by scabby mouth. By contrast, the assessment of the experienced AQIS-approved Australian veterinarian on board the MV Cormo Express , was that fewer than 200 sheep, or 0.35 per cent of the shipment, were affected. This number is well below the 5 per cent tolerance level agreed between Saudi Arabia and Australia. In light of this major discrepancy, a delegation consisting of the Australian Ambassador and senior officials from the Australian Quarantine and Inspection Service (AQIS), met in Riyadh on 26 August with the Saudi Arabian Minister of Agriculture to request a second veterinary inspection, and to discuss ways in which better communication and clearer guidelines might assist the livestock trade. The Australian Government has called in the Saudi Charge d’ Affaires to express its concern with the Saudi decision.

Mr Truss’s comments follow the release by the Australian Taxation Office (ATO) of a fact sheet called Livestock Sales, GST and Food which clarifies the GST treatment for all types of livestock sales. "Where the farmer sells live animals to the processor who produces meat for human consumption, the sale of the live animal will be subject to GST even though the processor’s sale of meat will be GST-free," Mr Truss said. "This means the sale to the processor is GST inclusive even if the price is worked out after the delivery of the animals and after slaughter. In this type of transaction the pricing method will have no bearing on the taxable status of the live animal. "Farmers should check their contractual arrangements with their purchaser to ensure that the sale to the abattoir is GST-inclusive.

Through the new communications media, science can provide a wide portfolio of information from which farmers may choose options suitable for local conditions. A range of activities covering cattle, sheep, pigs, goats, chickens, ducks, fish and other animals maybe available, with different levels of intensity as well as different, locally available feed resources. The information system is the basis of this approach, with the role of the scientist as information provider, that of the extensionist as interpreter and the farmer as user. As both the provision and supply of information extends to a greater number of countries the application of more diverse options is likely to result in more sustainable systems that make better use of local resources and are better adapted to the environment (Figure 1). In the past, livestock development has sought to improve production efficiency by introducing new strategies of breeding, reproduction or nutrition, based on institutional research applied to projects in the field. With such an approach, success or failure is determined by the uptake of chosen technologies by the target group The results depend on the appropriateness of the technology to the local environment and on the capacity of the market to absorb increases in milk, meat or other products. Success depends on the particular research activity fitting within the development constraints, whether it is genetic improvement, reproductive technology - artificial insemination (AI) or embryo transfer (ET) - or particular feeding systems. Such an approach is technology-driven rather than demand-driven and fails to take account of the more fundamental objective of rural development which is to improve the relative status of poor countries, disadvantaged areas and poor farmers.
