Ecowas, the 15-member union of west African states, said the chairman and vice-chairman of the interim administration could be named on Tuesday, and would not be drawn from either the existing government or rebel groups. The deal, between the warring parties and the unarmed opposition, is likely to be seen as a further step towards improving security for Liberia's people after almost 15 years dominated by conflict and corrupt and brutal governance overseen by Charles Taylor, the former president. Ecowas said the interim government would take power in October from the administration of President Moses Blah, the former vice-president who took over when Mr Taylor stepped down, under international pressure, earlier this month. The interim government, which is intended to hand power to an elected administration by January 2006, would include a cabinet of 21 people, including five each from the outgoing government and two rebel groups, and a further six from the unarmed opposition and civil society organisations, Ecowas said. The chairman and vice-chairman of the interim government would each be chosen by the three warring parties from a list of three names submitted by Liberia's opposition parties and civil society groups.

In keeping with the UN Secretary Generalâs recommendations, it called for a force of 15,000 peacekeepers, with 250 military observers and 160 staff officers, a robust police component of up to 1,115, and a significant civilian component and support staff. By June 2004, the UN Mission in Liberia (UNMIL) had deployed over 14,000 peacekeepers and 760 police, and had ostensibly disarmed most of the former combatants. Historically, Liberia has had a bicameral legislature which consists of 64 representatives and 26 senators. The legislature, which was set up on a proportional representation basis after the 1997 special election, was dominated by President Taylor's National Patriotic Party. The executive branch heavily influences the legislature. The judicial system is functional but extensively manipulated by the executive branch of government. There is a Supreme Court, criminal courts, and appeals court and magistrate courts in the counties. There also are traditional courts and lay courts in the counties. Trial by ordeal is practiced in various parts of Liberia. The basic unit of local government is the town chief. There are clan chiefs, paramount chiefs, and district commissioners. Mayors are elected in principal cities in Liberia. The counties are governed by superintendents appointed by the president. There are 15 counties in Liberia.

Recently, we seem to have made breakthroughs in terms of Liberia's relations with neighbouring countries as well as Nigeria. The presence of different heads of state for the weapons destruction on 26 July, the role that the government of Liberia played in the Sierra Leone peace talks in Lome and the visits of the UN Secretary-General and senior ECOWAS emissaries gave me the impression that we had turned the corner in terms of Liberia's isolation. One possible solution (advocated at a time when the assimilation of free blacks into American society seemed out of the question) was the complete separation of white and black Americans. Some voices called for the return of African Americans to the land of their forebears. - African-American Quaker and maritime entrepreneur Paul Cuffee (or Cuffe) financed and captained a successful voyage to Sierra Leone where he helped a small group of African-American immigrants establish themselves. Cuffee believed that African Americans could more easily "rise to be a people" in Africa than in America with its system of slavery and its legislated limits on black freedom. Cuffee also envisioned a black trade network organized by Westernized blacks who would return to Africa to develop its resources while educating its people in the skills they had gained during captivity. Cuffee died in 1817 without fully realizing his dream. - The partial success of Paul Cuffee's African venture encouraged white proponents of colonization to form an organization to repatriate those free African Americans who would volunteer to settle in Africa. Prominent Americans such as Henry Clay, John Randolph of Roanoke, and Justice Bushrod Washington were members of the American Colonization Society (ACS) during its early years. Many free African-Americans, however, including those who had supported Paul Cuffee's efforts, were wary of this new organization. They were concerned that it was dominated by Southerners and slave holders and that it excluded blacks from membership. Extractions: In the early 1800s, as the United States debated the status and rights of its Black population, the government made its first stand with regard to Liberia (known at the time as the Grain Coast): Congress would help provide funding to send freeborn Blacks and emancipated slaves there to establish a colony The idea of repatriating Blacks from America to West Africa was a controversial one. Among African Americans themselves, opinion was divided. Some felt they should stay and fight for equality and freedom in America. Others were encouraged by the promise of their own land, but were suspicious of the motives of the American Colonization Society (ACS) for sending them to Africa. Quaker members of the ACS felt that African Americans would have a much better chance at liberty in a country of their own than they would in America. Slaveholder members of the ACS agreed with the principle of sending Blacks to Africa, but theirs was a more selfish, and racist, reason: They wanted to rid America of any free Blacks who might help organize a slave rebellion. And so in 1822 the first Black, American settlers crossed the ocean and arrived on the Grain Coast, their voyage the first thread of a complex web that would link Liberia to America over many decades. The settlement was named Monrovia, after U.S. president James Monroe, and the colony became Liberia. Over the next 40 years, 19,000 African Americans, Africans recaptured from slave ships, and a small number of West Indians, would settle in Liberia.
