Although Pretoria initially would not confirm it was developing, or possessed, nuclear weapons, it had large natural deposits of uranium, as well as uranium enrichment facilities and the necessary technological infrastructure. In addition, until the late 1980s South Africa had the deeply entrenched fear of its adversaries and the insecurity about its borders that were important incentives in other nations' nuclear programs. After 1981 South Africa was able to produce annually about fifty kilograms of highly enriched uranium, enough to make two or three twenty-kiloton nuclear bombs each year. With the cooperation of Israelanother technologically advanced, militarily powerful, nuclear-capable nation surrounded by hostile neighborsSouth Africa developed at least six nuclear warheads, which it later acknowledged, along with a variety of missiles and other conventional weapons. In 1987 President Botha announced that South Africa was considering signing the 1968 Nuclear Nonproliferation Treaty (NPT) and would begin discussions with other countries toward that end. In September 1990, Pretoria agreed to sign the NPT, but only "in the context of an equal commitment by other states in the Southern African region." After intensive diplomatic efforts, especially by the United States and the Soviet Union, Tanzania and Zambia agreed to sign the treaty. South Africa signed the NPT in July 1991, and an International Atomic Energy Agency (IAEA) safeguards agreement in September of that year. In addition, the government banned any further development, manufacture, marketing, import, or export of nuclear weapons or explosives, as required by the NPT. The IAEA declared it had completed its inspection in late 1994 and that South Africa's nuclear weapons facilities had been dismantled.

    Extractions: Overview Lesotho gained independence from Britain on October 4, 1966. In January 1970 the ruling Basotho National Party (BNP) appeared set to lose the first post-independence general elections when Prime Minister Leabua Jonathan annulled the election. He refused to cede power to the Basotho Congress Party (BCP) and imprisoned its leadership. The BNP ruled by decree until January 1986 when a military coup forced them out of office. The Military Council that came into power granted executive powers to King Moshoeshoe II, who was until then a ceremonial monarch. In 1987, however, the King was forced into exile after a falling out with the army. His son was installed as King Letsie III. Prime Minister Ntsu Mokhehle formed a new party, the Lesotho Congress for Democracy (LCD), and was followed by a majority of Members of Parliament, which enabled him to form a new government. The LCD won the general elections in 1998 under the leadership of Pakalitha Mosisili, who had succeeded Mokhehle as party leader. Despite the elections being pronounced free and fair by local and international observers and a subsequent special commission appointed by SADC, the opposition political parties rejected the results. Opposition protests in the country intensified, culminating in a violent demonstration outside the royal palace in August 1998. When junior members of the armed services mutinied in September, the government requested a SADC task force to intervene to prevent a coup and restore stability. A military group of South African and Botswana troops entered the country in September, put down the mutiny, and withdrew in May 1999. Looting, casualties, and widespread destruction of property followed.

    Extractions: Thomas Mofolo Library The Kingdom of Lesotho Regional Information The library of the National University of Lesotho is named after a Mosotho author, Thomas Mofolo (1875?-1948). Mr. Mofolo's most noted work is "Chaka," a literary biography of the renowned Zulu chief. The history of the Library is closely associated with that of the University, which was initially founded as the Pius XII College, in April, 1945 ( see history of NUL below ). Since then the Library has gone through a lot of changes and developments. Its present building was built with funds provided by the World Council of Churches and the World University Services and was officially opened on 1st April, 1966. The library mission statement (quoted from the Library Plan, which has just been prepared by the University Librarian) is as follows: As the principal information resource for the University community of staff, students and researchers, the Thomas Mofolo Library provides a dynamic information service to its clientele in order to give practical meaning to the University's purpose as a centre of excellence in learning, teaching and research.
