Similar laws in most states effectively curtail teenagers' abortion rights through parental consent or parental notification laws. The Massachusetts parental consent law burdens young women by forcing them to go to court, go out of state to seek abortion services, or to carry unwanted pregnancies to term. The anti-abortion forces want to make it even more difficult for teenagers to obtain abortions. They are advocating legislation which would open the confidential court procedure to parents. This would in effect eliminate the judicial consent procedure as an option for teens who feel they cannot tell their parents. Under the guise of enhancing parent-child communication and parental rights, the anti-choice movement is jeopardizing the lives and choices of teens. What's Wrong with Parental Consent Laws?

Not by Faith Alone Religion, Law and Adolescence is the title of the book published by New York University Press. It is intended for an academic audience, especially readers interested in law and social sciences. "The beliefs that teenagers have about religion are important to them," Levesque said, "but these beliefs can sometimes have destructive ramifications for society when linked to racial/ethnic violence or sexual orientation harassment." His book is the first attempt to integrate research on the place of religion in adolescent development and to discuss the relevance of this research for policies and laws that regulate religion in the lives of teenagers, he said. The girl was pregnant and wanted an abortion but needed help paying for it. Her brother wanted to help his sister. Complicating their situation was that Massachusetts has a parental notification law for minors seeking abortions. But the siblings didn't want to tell their parents about the pregnancy, the brother said, "because her dad would kill her if he knew." So, like many other Massachusetts girls who don't want to tell their parents or get a waiver from a judge, the siblings crossed the state line into New Hampshire, where the girl had her abortion. "I was impressed that someone would take on that responsibility," Textor said of the brother. "He seemed like he really cared about his sister." But a federal law that's making its way through Congress would turn the brother's actions into a crime. The Child Interstate Abortion Notification Act would make it a criminal offense, subject to a fine and a one-year prison sentence, for an adult who's not a minor's parent to accompany her to another state to avoid her own state's more restrictive abortion laws. It would also penalize doctors who perform abortions without notifying the girl's parents. The law has passed in the House and is expected to pass in the Senate.

Pataki today signed into law legislation that will provide critical support to parents and guardians of troubled teenagers by raising the age a youth can be deemed a "person in need of supervision" (PINS) up to the age of 18. "Anyone who has raised or is raising a child knows the daily challenges parenting can present," Governor Pataki said. "Sometimes it can be very difficult to convince a youth, especially a troubled teenager, that he or she needs to make positive changes in his or her life. "This legislation gives caring parents or guardians the power of State law to help them guide their child away from a life of delinquency and diminished hopes, and toward a life of achievement and happiness." Raising the PINS age by two years will enable parents to petition Family Court to have their unruly or troubled 16- and 17- year-olds determined a PINS, and receive help from the Family Court in resolving the situation. The new legislation also raises by two years, up until 18, the age of a youth who can be deemed a "runaway" and returned to a parent or guardian. Senator Mary Lou Rath said, "I commend Governor Pataki, Assemblyman Kaufman, and all the PINS advocates for their efforts in making this long-awaited day possible. This law gives desperately needed help to a parent whose 16-year-old has run away from home to pursue life on the street. Right now an entire age group of children exists in a legal twilight zone in which no agency of the State can assist a parent in dealing with an incorrigible until that incorrigible finally breaks the law.
