The KBI is the primary initiative of a reorganization of the Office of the Attorney General (OAG). During his tenure as a Louisville Police Officer, James worked as an undercover detective in the Vice/Intelligence Unit, District Detective specializing in gang investigations, homicide investigator, narcotics detective, SWAT team member, Press Information Officer for the Louisville Police Department, Certified Law Enforcement Instructor for the Training Unit and member of the Metro Narcotics Unit.

Extractions: Tuition Assistance Top-up On October 30, 2000, the President signed into law an amendment to the Montgomery GI Bill - Active Duty education program that permits VA to pay a Tuition Assistance Top- up benefit. The amount of the benefit can be equal to the difference between the total cost of a college course and the amount of Tuition Assistance that is paid by the military for the course. To be eligible for the Top-up benefit , the person must be approved for federal Tuition Assistance by a military department and be eligible for MGIB-Active Duty benefits. To be eligible for MGIB benefits, the person must be an MGIB - Active Duty participant and must have served at least 2 full years on Active Duty. The amount of the benefit is limited to the amount that the person would receive for the same course if regular MGIB benefits were being paid. In no case can the amount paid by the military combined with the amount paid by VA be more than the total cost of the course. If a person receives the Top-up benefit, his or her regular MGIB benefits will be reduced. The amount of entitlement charged for Top-up payments is determined by dividing the amount of the payment by the claimant's full-time monthly rate.

In 1820, Maine became the 23rd state in the nation as part of the Missouri Compromise. Part of the constitution created Maine's government. The Maine State Constitution states that the governing body of Maine shall consist of three co-equal branches known as the Executive Legislative and Judicial branches. Maine's Legislature is a bi-cameral Legislature made up of the Senate and the House of Representatives. The Senate has 35 members who are elected every 2 years, and the House has 151 members who are also elected every two years. In Maine, no Senator or Representative may serve more than four consecutive terms. For a Bill to become a law, it must pass through four steps in both the House of Representatives and the Senate; 1st reading, 2nd reading, engrossment and then enactment. If the House members vote to enact a bill, it is sent to the Senate for enactment and then to the Governor to sign into law. The Governor may either approve or veto any law. The Legislature however, can override a veto by a two-thirds majority vote by members of both the Senate and the House.
