This complexity also creates possible alternative uses and values for those resources. The State's political environment thus includes economic and political interests in agriculture, rural communities, urban development, outdoor recreation, and the environment. Mississippians face a number of important agricultural and resource policy issues. The state's farmers currently receive roughly $275 million per year in federal commodity payments. The following is a brief overview of risks to be managed by farmers. Hybrid Cash Contracts: To protect themselves from volatile agricultural markets, farmers often use hybrid cash contract such as hedge to arrive, minimum price, so called flex contracts. Some farmers do not understand the legal risk associated with hybrid cash contracts. Many of these contracts for the trading of grain and feed are entered into over the telephone with written confirmation to follow. Hedge-to-Arrive (HTA) Contracts: The HTA contracts controversy has resulted in financial losses for farmer, grain dealers (elevators), and some agricultural lenders. The controversy center around the legality of so called flex HTAs that allow farmers to roll the delivery date of in-spot market at a favorable price. Property Insurance: The farm property policy covers the farm dwelling as long as it's mainly used as residence. "Our members live and work in areas on and near these federal lands and we are impacted by overlapping and duplicative management," said Washington State Farm Bureau President Steve Appel. "The net effect is that federal land management planning practice and procedure is in shambles. Changes are past due in how the federal government manages its land and how that management affects citizens living in areas near federal lands," he told the Senate Energy and National Resources Committee. Appel said a perfect example of federal regulatory overreach is the Interior Columbia Basin Ecosystem Management Project (ICBEMP), which covers 144 million acres in Washington, Oregon, Montana, Idaho, Utah, Nevada and Wyoming. It is an area larger than California. About one-third of the project is privately-owned land. The Farm Bureau official said, "Federal regulators say that on one hand the project will not affect private land, but, on the other hand, state, 'This management plan crosses boundaries. It is the same with ecosystems. They don't stop at a predetermined boundary.'

To measure risk, index variables are standardized, which is comparable even if the ratio of plant crops and product prices are different, and the statistical distributions of these variables are examined to verify its validity to the model analysis. The results of this study on 26 administrative areas in Abashiri region are as follows: (1) Stochastic Dominance is able to indicate the risk position of regional agriculture very well, (2) the conversion of index variables into standardized values makes a risk comparison possible among different crops, product units, and so on, (3) there is a relation between the First Stochastic Dominance and the Second. The more excellent the First Stochastic Dominance is, the more excellent also is the Second Stochastic Dominance, and (4) as the distribution of the index variables, such as the ratio of actual to average yields, is approximated to the normal distribution, the logistic function can be applied to measure Stochastic Dominance.
