Extractions: July 29, 2004 Heinz Dieterich, political science professor at the Autonomous Metropolitan University of Mexico, and leaders from social movements in Ecuador, Venezuela and Mexico engaged a packed room at the Catholic University in Quito, Ecuador today, where they proposed ideas towards the integration of Latin American countries, referring to the idea of a "regional block of power." The event took place at the Americas Social Forum (ASF), in Quito, where from July 25-30 activists from all of the Americas are gathering to criticize and discuss alternatives to "neo-liberal globalization." The ASF is part of the World Social Forum (WSF), which was initiated in 2001 and has become the world's largest venue for NGOs and individuals who are critical of the current state of the world. During the forum on Latin American integration, Dieterich said that the unification of Latin American countries is the biggest threat to the United States. "We are building a regional block of power, the great country of Simon Bolivar," referring to the leader who fought for and achieved the independence of five Latin American countries. Dieterich added that the question is no longer national but regional. He also took swipes at Ignacio Ramonet, the editor of Le Monde Diplomatique and one of the World Social Forum's key supporters, who criticized social movements for not having any alternative to globalization. "Hasn't Ramonet heard of the union of the south of President Hugo Chavez? Hasn't he heard of ALBA, the Bolivarian Alternative for Latin America?" Dieterich concluded that as long as Latin American countries are united, resistance to the United States will be successful.

Latin Americans, on the other hand, have recently demonstrated their preference for popular democracy over a democracy run by elites, and it seems that her call for "free trade" as the engine of economic prosperity is falling on ears that know better. After two decades of "free trade" economic policies that have failed to eradicate poverty in Latin America, grassroots movements have been electing governments that better represent the needs of the majority for health care, education, good jobs, social security and food security. In the context of this new political landscape, more than a thousand people from across the hemisphere, including 70 people from the United States, gathered in Havana during the last week in April to plot the next steps in the movement for global justice. Opposition to free trade policies has become the touchstone issue of Latin American politics, so movements cheered that the FTAA deadline of January 1, 2005 passed by without their governments inking the deal. Now fighting the regional free trade agreements is a first priority of Latin American activists, particularly the Central American-Dominican Republic-US Free Trade Agreement (CAFTA). May 28 marked the one-year anniversary of the signing of CAFTA, yet it has not been sent to the US Congress. Central Americans have been mobilizing in the hundreds of thousands against CAFTA for two years, and its defeat (ensured if it is not sent to Capitol Hill for a vote) will be a major blow to Bush administration plans for the hemisphere.

Through 18 of its departments and professional schools, the University of Massachusetts Amherst offers on a rotating basis more than 40 courses on Latin America. It also offers field and independent study courses and numerous courses on Spanish and Portuguese language, linguistics, and literature. Through the Five College Consortium, UMass students have further access to 45 courses per year on Latin America and Iberia. The Pauline Collins Latin American Collection in the W.E.B. Du Bois Library is the 15th largest collection of its kind in the country and one of the Center's major strength.
