Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1997. BHUTAN Bhutan is a monarchy without a constitution or a bill of rights. The Wangchuk Dynasty of hereditary monarchs has ruled the country since 1907. King Jigme Singhye Wangchuk, on the throne since 1972, has continued efforts toward social and political modernization begun by his father. In recent years, there has been rapid progress in education, health, sanitation, and communications, and an increase in elected representatives and their role in decisionmaking. The judiciary is not independent of the King. Three quarters of the population of 600,000 is composed of Buddhists with cultural traditions akin to those of Tibet. The remaining quarter of the population are mostly Hindus of Nepalese origin inhabiting the country's southern districts. The rapid growth of this ethnic Nepalese segment of the population led the Buddhist majority to fear for the survival of their culture. Government efforts to tighten citizenship requirements and control illegal immigration resulted in political protests and led to ethnic conflict and repression of ethnic Nepalese in southern districts during the late 1980's and early 1990's. Tens of thousands of ethnic Nepalese left Bhutan in 1991-92, many forcibly expelled. Approximately 91,000 ethnic Nepalese remain in refugee camps in Nepal and upwards of 15,000 reside outside the camps in the Indian states of Assam and West Bengal.

ARCHIVE Nathan Spero was the Research Director for the United Electrical Workers Union (UE) for thirty-nine years, from 1944 until 1983. Prior to his career with the UE, Spero worked as a statistician for the National Research Project on Productivity and Technological Change for the U.S. Department of Labor (from 1937 until 1943). During his career in the UE, in addition to his regular duties Spero served as the co-chair of the 13-union joint committee on pensions and insurance in negotiations with General Electric and Westinghouse from 1975 through 1981. He was also intimately involved with UE convention work and was responsible for pre-convention assembly and editing of all convention resolutions. Also during his years in the UE, Spero was a member of the Department of Labor's Commission on Incentives. From 1991 to 1992 Spero served as the President for the New School for Social Research's Institute for Retired Professionals. Through the 1990s and until very recently, he taught math and labor history at the Manhattan branch of Queens College in New York City.

THE SLOVAK REPUBLIC The Slovak Republic became an independent state in 1993, following the dissolution of the Czech and Slovak Federal Republic (CSFR). Its Constitution provides for a multiparty, multiethnic parliamentary democracy, including separation of powers and an independent judiciary. Slovakia chose to carry over the entire body of CSFR domestic legislation and international treaty obligations, which gradually are being renewed or updated. The Constitution provides for an independent judiciary; however, some critics allege that the Ministry of Justice's logistical and personnel authority allows it to exert some influence on the judicial system. The national police, which fall under the jurisdiction of the Ministry of Interior, are the primary law enforcement agency. In addition to domestic law enforcement, they also have responsibility for border security. The Slovak Information Service (SIS), an independent organization reporting directly to the Prime Minister, is responsible for all civilian security and intelligence activities. A six-member parliamentary commission, which includes no meaningful opposition participation, oversees the SIS. Civilian authorities maintain effective control of the security forces. Police have committed some human rights abuses.

Extractions: The Constitution provides for freedom of religion and does not establish a state religion; however, in practice the Government continues to restrict all forms of religious expression. A law on religious organizations requires that religious groups must have at least 500 members in each locality in which they wish to register in order to gain legal status with the Government. The only religions that have registered successfully under the law are Sunni Islam and Russian Orthodox Christianity, which are controlled by the Government. The law has prevented all other religious groups, of which there are many, from registering. The Government severely limits the activities of nonregistered religious congregations by prohibiting them from gathering publicly, proselytizing, and disseminating religious materials. The Government's interpretation of the law severely restricts their freedom to meet and worship in private. There was no change in the status of respect for religious freedom during the period covered by this report; however, government harassment of some unregistered religious groups lessened. Harassment of nonregistered religious congregations continued and included arrest and seizure of property. However, there were no reported incidents of torture, Shageldy Atakov a well known religious prisoner was released, and the Government conducted a widespread internal investigation and prosecution of police and intelligence authorities that led to widespread dismissals and high-level prosecutions, including for human rights abuses.
