Extractions: Country Report - Kiribati There are two main papers in Kiribati and both are weekly. The first is the Uekera. This is a government owned paper managed and operated by a Board appointed by a government Minister. lt was started many years ago well befiore our independence in 1979. lt has a circulation of around 1800 most of which are sold in Tarawa, the main urban area at 60 cents Australian per copy. Recently some are beginning to be sold on the outer Islands. It is written in tihe local language although there is a significant content in English. As a government paper it tends to follow the government line and keeps away from issues that are likely to generate political controversy. The degree the paper does this depends very much on the attitude of the government of the day. The Kiribati Newstar is the only other commercial paper. It is owned by four people who are concerned by the absence of a free and independent paper in the country. It is written in I- Kiribati but sometimes it carries some stories in English. It has a circulation similar to that of governnent and again the main market: is the urban area. But a lot is being done to sell the paper to people living on outer islands. Since the paper started, it is fair to say that there is now contention between the two papers and we expect that this can only be good for the country in the long term. In addition to these commercial papers we also have two papers produced by the Catholic Church and the Kinbati Protestant Church. The Catholic paper is a monthly one while the Protestant Church produces a weekly paper. The focus of both is on religious matters but the Protestant Church paper is fast becoming just like the other commercial papers.

Extractions: Overview The Spanish were the first Europeans to see the islands in the 1500s. However, in 1819 an American ship captain, De Peyster, named the main island in the group Ellice's Island after a British politician who owned the cargo aboard his ship. In 1841, the U.S. Exploring Expedition commanded by Charles Wilkes visited three of Tuvalu's islands and welcomed visitors to his ships. Other early interactions with the outside world were far less benignin 1863, hundreds of people from the southern islands were kidnapped when they were lured them aboard slave ships with promises that they would be taught about Christianity. Those islanders were forced to work under horrific conditions in the guano mines of Peru. During World War II, several thousand American troops were in the islands. Beginning in October 1942, U.S. forces built airbases on the islands of Funafuti, Nanumea, and Nukufetau. Friendly cooperation was the hallmark of relations between the local people and the troops, mainly U.S. Marines and U.S. Navy SeaBees. The airstrip in the capital of Funafuti, originally built by the U.S. during the war, is still in use, as is the "American Passage" that was blasted through Nanumea's reef by SeaBees assisted by local divers.

Extractions: Ties between Pacific island nations and Japan are growing deeper year by year as Japan's private sector continues to invest in these countries and more development assistance is extended to them. From fiscal 1991 through fiscal 1999 the Sasakawa Pacific Island Nations Fund (SPINF) implemented the project Inviting Media Personnel from the Pacific Island Region to Japan. More than 60 media personnel from Pacific island nations visited Japan through that project, which aimed to promote understanding of Japan within the region. This year, as the second phase of its efforts, SPINF launched this new project. In conjunction with the second Japan-South Pacific Forum Summit Meeting (PALM 2000), which was organized by the Japanese government and held on April 22, SPINF invited eight journalists from the Federated States of Micronesia, Fiji, Palau, Papua New Guinea, and Tonga to Japan. These journalists later wrote feature articles that were carried in local newspapers and magazines, broadcast on radio, and posted on the Internet. SPINF also sent three newspaper and television reporters from Miyakojima and the Yaeyama Islands in Okinawa Prefecture to Palau in March 2001. These journalists interviewed the nation's new president and gathered material on a wide range of subjects, including environmental problems, the activities of Okinawans living in Palau, the island nation's traditional culture, and the current state of education. Upon returning to Japan, they produced features on Palau.

In most of the eastern Caribbean states, for instance, more than 50% of the population resides within 2 km of the coast; the corresponding figure in Barbados is estimated to be in the region of 60% (Nurse, 1992). Similarly, large coastal populations are the norm in the Pacific and Indian Ocean islands-especially the atoll states, where settlement areas may even be sited on the beach itself or on the sand terrace (e.g., Tuvalu, Kiribati, Maldives). Clearly, such settlements are at risk from projected sea-level rise-which, in all likelihood, would be accompanied by inundation, increased flooding, coastal erosion, and consequently land loss. ); Majuro, Marshall Islands (2,188 persons/km

Foreign Affairs Minister Alexander Downer and Environment Minister Senator Ian Campbell said in a joint statement they are concerned that at a time when the International Whaling Commission is coming under increasing pressure from pro-whaling nations for the resumption of commercial whaling, the vote of Kiribati (pronounced Kir-ee-bass) might tip the balance in favor of whaling. Australian Environment and Heritage Minister Senator Ian Campbell (Photo courtesy Office of the Minister) "I'm very worried about it," Senator Campbell said. "I think the world needs to know that this is something that is being pushed very strongly by powerful interests around the world. It is something that Australia will stand and fight against."
