Economics therefore starts from the premise that resources are in limited supply and that it is necessary to choose between competing alternatives. With scarcity, choosing one alternative implies foregoing another alternative; economists refer to this as opportunity cost A further aspect is how incentives (the consequences of different courses of action) affect individual or group behavior. Extractions: Printer Friendly Version Invest in Kids Working Group Two of the most important challenges facing America are workforce quality and fiscal sustainability. Educated, healthy, change-oriented, and competitive young adults are essential to meeting both challenges. Evidence is accumulating that the best way to have such young people in the future is to invest in their health and education as early in life as possible. A more competitive labor force means stronger growth and improved fiscal conditions. Fiscal sustainability however will require reaching an intergenerational compromise on entitlements of all kinds. The priority all voters attached to children suggests that investments in youth human capital for reasons of future competitiveness and growth may also be a starting point for building the intergenerational compromise needed to assure fiscal sustainability. The Invest in Kids (IIK) Working Group has two purposes: (1) determine the value of children and investments in children to future economic growth and job creation and communicate these findings widely; and (2) design politically feasible, economically effective and substantially private youth human capital development programs. A goal of the working group is establishment of such programs across the country by 2015. The group's core members include Robert Dugger (a CED Trustee), Steven Barnett, Clive Belfield, Alan Fleischman, William Gale, Jagadeesh Gokhale, James Heckman, David Lipton, Sandy Newman, George Overholser, Art Rolnick, Lee Sachs, Isabelle Sawhill, Eugene Steuerle, and Sara Watson.
