Extractions: The National Assessment of Educational Progress (NAEP) is also known as "The Nation's Report Card." NAEP has been conducting assessments since 1969. NAEP's 2000 math and science assessments showed that Kentucky's 8th-graders made significant progress from 1996 to 2000 in those subjects. Kentucky 4th-grade readers started out two points below the national average in 1992, equaled the national average in 1994, and moved three points above it in 1998. In 2003, the score was 219, three points higher than the national average. In both math and science, 8th-graders gained five points between 1996 and 2000, which NAEP considers "statistically significant." In science, Kentucky's 8th-graders' 2003 average score of 266 was five points above the national average. And, according to NAEP, nearly 30 percent of Kentucky's 4th-graders and 8th-graders are at or above proficient in those subjects.
