In addition, the proposal focused on three performance goals: Goal 1. Education: To improve academic and behavioral skills of students with disabilities resulting in a 10% increase over the next five years in their overall performance in the statewide assessment. Early Intervention: To increase the effectiveness of early intervention services to better serve children with special needs from birth through two, and to ensure successful transition into preschool programs. Transition: To increase the number of students with disabilities by 5% per year over the next five years who complete school and attain an adult life style of choice, including but not limited to employment and continuing education. The enabling strategies that were proposed included: Professional Development: To increase by 10% annually the number of qualified general education, special education, related services personnel, and paraprofessionals serving students with disabilities.

Students are frequently regrouped for different learning activities rather than being consistently segregated by chronological age, and they often remain with the same teacher or teaching team for more than one year. Many different labels have been applied to such classes, including family grouping, blends, nongraded, and multiage continuous progress. Research indicates that heterogeneous grouping promotes cognitive and social growth, reduces antisocial behavior, and facilitates the use of research-based developmentally appropriate instructional practices such as active learning and integrated curriculum. The wider range of ages and abilities in a multiage classroom discourages misleading age-graded expectations and helps teachers focus on students' individual learning needs.
