By applying their classroom learning and critical thinking, students make decisions about curricula, calendar year planning, and building design. They are joining boards of education at all levels, including local, district, and state boards. Education agencies engage students in their programs and engage students in grant making, school assessment, and planning. In a growing number of local schools, educators are allowing students to take a governing role in enforcing discipline policies, and using them to educate students. Students are also participating in establishing and enforcing codes of conduct, and making decisions about teacher and administrator hiring and firing. EXAMPLES Old School Practice/New School Thinking - In Anne Arundel County, Maryland students here have participated as voting members of the district board of education for more than 25 years. The student member is a high school senior who votes on all issues, including all areas of the school budget, discipline, and fiscal issues. In addition, every advisory, curriculum, and study committee, along with special task forces in the district includes students, working on everything from grading policies to alternative learning.

As in other states, the primary disability category of students with disabilities enrolled in alternative schools in Kentucky is most often a learning or emotional-behavioral disability. Although it is clear that alternative schools in Kentucky serve students with disabilities, the percentage of students with disabilities attending these schools is not known because the state does not currently collect this information. Critical concerns related to alternative education in Kentucky and students with disabilities include availability and quality of special education staff, provision of appropriate services and supports for these students, and maintaining high, yet attainable, academic expectations and standards for learning. The importance of clearly documenting measures of effectiveness and student success in alternative schools is gaining increased attention. Since the implementation of education-based reforms such as the No Child Left Behind Act (NCLB) and zero tolerance policies, there is an increased need and demand for alternative schools to be held accountable for student progress and improved outcomes. Because funding is increasingly tied to student progress, documenting and measuring these outcomes is of utmost importance.

Gov. John Kitzhaber praised the final product of a tumultuous six_month debate about faith healing, saying that it will minimize unnecessary deaths and illness. Legislators have struggled to come up with a bill that respects religious freedom while guaranteeing children adequate medical care. "It's a very difficult and emotional issue," Kitzhaber said, signing House Bill 2494 before a group of about 20 supporters. The law takes effect immediately. HB2494 was one of hundreds of bills sent to the governor by the 1999 Legislature. Kitzhaber has already vetoed 44 of them and is expected to issue a "hit_list" today with some 35 bills, satisfying a law that he give at least five days' notice before acting. Kitzhaber is on a veto pace that likely will set a record, beating his 1995 mark of 52.
