During August and September of 1999, NCSE members and other citizens read in their newspapers, and heard on radio and television, that the Kansas State Board of Education had removed evolution from the state science education standards. Here is the story. After a year of work, a committee of Kansas scientists and master teachers (including several NCSE members) submitted a draft version of the Kansas Science Education Standards, first to public hearings and later to the State Board of Education (SBE). The Committee had followed guidelines developed by the National Academy of Sciences and the American Association for the Advancement of Science for preparation of such standards, and included evolution as an organizing principle ("Unifying Concepts and Processes") of science. Showing sensitivity to the fact that evolution might conflict with religious beliefs of some students and parents, the proposed standards reminded teachers:

The National Extension Parent Education Model (NEPEM) is a dynamic approach to parent education constructed through consensus. This report is intended primarily for professionals or committed volunteers who deliver parent education programs and for decision makers and advocates. It is not meant to be given directly to parents. NEPEM is not a parent education program. It is a compilation of priority parent practices and supporting material to be used as a basis for parent education efforts. It also can be used to communicate our priorities to those outside of extension who might be unfamiliar with our goals and programs. Extractions: According to neuroscientist Bruce Perry, MD, PhD up to 40% of American children fail to form secure attachments with their mother or primary caregiver. Poor attachment is associated with a host of emotional and behavioral problems during childhood and later in life. Children who are securely attached to a parent do better cognitively, socially, and, in due course, academically and economically. Perry presents evidence that proper growth of the cognitive and emotional potentials of the developing brain requires stable emotional attachment with primary adult caregivers at the critical time. Perry also finds that the majority of attachment problems are likely due to parental ignorance about development rather than deliberate abuse. Many parents are never educated about the critical nature of the first three years of life, nor presented with positive discipline options.
