Extractions: Solutions for all Kansans to Unfinished Water Business Water projects that will make short and long-term differences in the lives of Kansans are ready to be put into action by the states water agencies and partners. The Water Plan Projects Initiative , endorsed by the Kansas Water Authority, sets out projects to: Conserve and extend the life of the Ogallala-High Plains aquifer Protect and restore Kansas watersheds Assure coordinated water infrastructure development Trim debt for water storage in federal reservoirs We must act now if we want to assure future generations of the luxury of abundant water and natural resources we now enjoy, says Steve Irsik of Ingalls, Chair of the Kansas Water Authority. The Water Plan Projects Initiative addresses 13 water resource issues and will be financed through the State Water Plan Fund, contingent on its restoration to its authorized funding level. The Ogallala - High Plains aquifer initiative is designed to conserve and extend the life of the aquifer through management by aquifer subunits, so that management decisions can be made for local conditions. An incentive-based pilot program, the Irrigation Transition Assistance Program, would provide grants to irrigators who voluntarily convert to non-irrigated land use in high priority, water-short areas. The 2004 Kansas Legislature enacted legislation that allows the purchase of water rights and their permanent dismissal. The State Conservation Commission is charged with developing and implementing the pilot program.

So, the International Astronomical Union panel, headed by Iwan Williams of the University of London, is proposing that astronomers use the label planet only with an added descriptive term. Teacher quality has become a highly politicized issue writes Hal R. Varian in this editorial. Varian, a professor of business, economics, and information management at the University of California, Berkeley, notes that Californians will vote on a measure in November that will weaken tenure rules for K12 teachers. Republicans and Democrats are lined up on opposite sides of the issue with debate focusing on the impact of the proposition on teacher quality. But Varian asks what is teacher quality? How can one measure it reliably? How does it relate to student learning? What can be done to improve it? Varian attempts to answer these questions by sharing findings from a study called The Market for Teacher Quality Education groups and lawmakers are voicing mixed reaction to a Bush administration plan that would treat parochial and private schools the same as public schools when paying the education costs of students displaced by Hurricane Katrina. Sen. Edward Kennedy says he is extremely disappointed the administration has proposed providing this relief using such a politically charged approach. The National Education Association says vouchers do nothing to solve the problems created by Hurricane Katrina. But Sen. Lamar Alexandar says it is not the start of a voucher program. The Bush administration argues the plan is fair because nearly half the students in New Orleans attended Catholic schools.

If enacted, the regional accrediting agencies would use the guidelines to set standards for granting accreditation to distance-education programs and institutions." "Representatives of the six U.S. regional accrediting bodies have finalized a set of recommendations for building and evaluating online-education programs. But the recommendations won't become accreditation standards, says Charles M. Cook, the director of the New England Association of Schools and Colleges' Commission on Institutions of Higher Education. 'We've always considered them testimonials, not a new set of standards,' he says. 'It's always been the local regions' option of how to adopt them.'"

CFNP Summer Food Service Program for Children (SFSP) When school lets out, millions of low-income children lose access to the school breakfasts, lunches and afterschool snacks they receive during the regular school year. The Summer Food Service Program for Children is a key to filling this gap. The Summer Food Service Program provides meals and snacks to children who might otherwise go hungry and is often provided in conjunction with educational, developmental, and recreational activities. With more parents working outside the home, organizations are serving school-age children afterschool as well as during the summer. History The Summer Food Service Program for Children (SFSP) was created by Congress in 1968. It is an entitlement program designed to provide funds for eligible sponsoring organizations to serve nutritious meals to low-income children when school is not in session. Benefits The SFSP feeds hungry children in the summer, gives a boost to public and private non-profit summer programs, and helps give low-income children the best start on the new school year. Many of the children served are at nutritional risk when they do not have access to school meals.
