     Extractions: NEW YORK, 7 August (UN Headquarters) The Committee on the Exercise of the Inalienable Rights of the Palestinian People this morning approved the work programme of the United Nations International Conference of Civil Society in Support of the Palestinian People, scheduled for New York on 23 and 24 September 2002. With the theme "End the Occupation!", the Conference is set to follow the general debate of the fifty-seventh session of the General Assembly. The two-day plenary will be devoted to discussions on "The daily face of occupation", "Civil society and occupation", "Challenging the occupation," and "Ending the occupation". Expert presentations on economic and humanitarian crises, strengthening networks of non-governmental organizations (NGOs) in times of crisis and legislative and political advocacy will guide those discussions. The Committee also took note of the oral reports of two recent conferences the African Meeting on the Question of Palestine, and the most recent meeting of the Organization of African Unity (OAU) which marked the inaugural Summit of the African Union.

     Extractions: Palestinian Centre for Human Rights PRESS RELEASE Ref: 68/2005 Date: 07 June 2005 Time: 12: GMT Israeli government attempts to deny Palestinians the right to seek compensation The latest step by Israel to ensure that the Israeli Occupation Forces (IOF) can act with impunity and without respect to international law obligations is currently before Knesset Law Committee. The proposed amendment to Israel’s tort law is blatant attempt to deny all Palestinians even the right to seek compensation before Israeli courts for violations of human rights committed by the IOF in the Occupied Palestinian Territory (OPT). PCHR is deeply concerned by proposed amendments to Israel’s tort law ( Civil Wrongs (Liability of State) Regulations ) which has already passed its first reading and is currently before the Knesset Law Committee. If passed by the Knesset, the proposed amendment will make it all but impossible for Palestinians residents in the OPT suffering under Israeli occupation (excluding occupied East Jerusalem which Israel illegally annexed in 1967) to seek redress for violations of their fundamental rights at the hands of the IOF. The latest amendment, if accepted, will ensure that the limited number of Palestinians who currently have the right to claim compensation will be denied access. With retroactive effect dating back to the beginning of the current Intifada, the proposed amendment exempts the IOF from any damage it caused to a resident of a conflict area, whether inside or outside that area (the amendment proposes that the exemption be for any act that took place in the context of a conflict or a result of a conflict or any act that took place in a conflict zone). A conflict zone is any area outside the territory of Israel which has been declared so by the Minister of Defence according to article 5(c).
