The resolution endorses the formation of a sovereign Interim Government of Iraq (IGI) and declares that "by 30 June 2004, the occupation will end and the Coalition Provisional Authority will cease to exist, and that Iraq will reassert its full sovereignty." It authorizes a multinational force (MNF) led by the United States (US) to have the authority to "take all necessary measures to contribute to the maintenance of security and stability in Iraq" in accordance with provisions set out in letters annexed to the resolution from US Secretary of State Colin Powell and Iraqi Prime Minister Iyyad al-‘Allawi. Resolution 1546 also endorses a proposed timetable for a political transition in Iraq which includes the holding of a national conference, and organizing direct democratic elections by 31 January 2005 to a Transitional National Assembly (TNA), which will be responsible for forming a Transitional Government of Iraq and drafting a permanent constitution, culminating in the election of a government by 31 December 2005. The resolution calls for the UN to help organize elections, advise on drafting a constitution, provide reconstruction and humanitarian assistance, help plan for a census, and promote human rights.

Directly after the war, a popular uprising in Iraq was crushed by government forces loyal to Saddam Hussein. Allied forces did nothing to intervene. Meanwhile international sanctions were imposed on Iraqi society as a punishment for the failure of Saddam Hussein's regime to comply with the terms of the ceasefire embodied in United Nations Security Council Resolutions. Sanctions have impoverished the civilian population, but the country's leadership has survived their impact. UN Security Council Resolution 687 (1990), demanded the elimination of Iraq's weapons of mass destruction, Iraq's recognition of Kuwait's sovereignty and the delineation of the Iraq-Kuwait border. Sanctions were imposed on Iraq to force its withdrawal from Kuwait, but ultimately this goal was achieved by military means. After the war, Iraq was permitted to import medicines and food as long as the UN Sanctions Committee was notified. In 1991, Iraq rejected a Security Council proposal for a limited sale of oil controlled by the UN. Only in 1996 did it accept a revised version, UNSC Resolution 986 (1995), known as the 'oil for food' deal. Comprehensive sanctions resulted in a prolonged trade embargo. This cut Iraq's main source of revenue - oil - and led to dramatic falls in income for all but specially privileged sections of the population. Those who still have jobs earn a fraction of their previous income. Many are unemployed, or are forced to take second jobs in the informal sector. Others rely on remittances from family members many of whom are refugees having fled Iraq's repressive regime.

Iraq is a country with a rich ethnic and religious diversity with Arab Shiites (approximately 60-65%) comprising the majority of the population, and with large Arab and Sunni Kurdish communities (32-37%).
