That brings to 461 the total number of Iowa teachers who have earned the teaching professions highest credential since the certification began in 1993. A voluntary process established by NBPTS, it is achieved through a rigorous performance-based assessment that takes nearly a year to complete. Through the assessment process, teachers document their subject matter knowledge, provide evidence that they know how to teach their subjects to students most effectively, and demonstrate their ability to manage and measure student learning. National Board Certification is an important confirmation that these teachers truly demonstrate top-quality teaching skills, she said. "I'm scared to death the whole program will fail in Iowa without the support system," said Ernest Schiller, a biology teacher at Central Lee High School in Donnellson. The National Board for Professional Teaching Standards is a nongovernment group in Arlington, Va., created in 1987 to set standards for what experienced teachers should know. While the national designation is not required to teach in Iowa, 422 have received the advanced training.

First, teachers are typically tested on low-level content with limited emphasis on teaching skills. Of course, we want all teachers to be competent in the content they teach. The tests, however, do not give us that confidence. The way teachers must know their content to be effective, especially at the high school level, is much more sophisticated. Effective teachers know how to extract from the knowledge base of their discipline those guiding principles that have explanatory power and are, therefore, most worth teaching. Knowing that a teacher understands content at this level of sophistication requires a much more elaborate form of assessment.
