Dr. Ginger Reynolds of Learning Point Associates began the meeting with a brief welcome and overview of the transition of the North Central Regional Educational Laboratory (NCREL) to Learning Point Associates. Learning Point Associates was founded as the North Central Regional Educational Laboratory in 1984. NCREL continues its research and development work as a wholly owned subsidiary of Learning Point Associates. Dr. Reynolds followed the welcome by discussing the agenda and presenting an overview of the day's events. She briefly explained the purpose of the forum and spoke on the challenges and successes of dealing with alternative routes to preparation and licensure of teachers.

Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools. Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

With the ever-present teacher shortage in special education, states are becoming hard pressed to properly staff and train special education teachers for their school districts. In the past several years, many states have been re-organizing of their special education teacher certification system to meet the changing demands on certifying special education teachers. This StateNote focuses on the different types of certification systems and the endorsement areas for special education teachers in the states. The certification systems have been divided into three categories: generalist, mild/moderate-severe/profound and categorical. These categories were used because it nearly splits the states into thirds. The mild/moderate-severe/profound classification, even though it relies on a general classification, was used because of the increase in this type of certification system. States such as Kansas and North Carolina recently have revised their systems to adopt the mild/moderate-severe/profound classification. Wortmann, who received this top educational honor for her work in the K-12 educational system, has been an instructor at the BVU Ottumwa Center since 1984, and credits her contact with the BVU Center as one of the reasons for her professional growth during the past seventeen years. "I have always enjoyed several science disciplines," says Wortmann, "but I only teach in the life sciences area at OHS. The BVU classes allow me to keep current in the physical and earth sciences. That was immensely helpful when I took the Assessment Center tests for my National Board Certification two years ago." Throughout her 27 years of teaching, Wortmann has won several professional honors. She earned National Board Certification last year, won the Presidential Award for Excellence in Science and Mathematics in 1997, and from 300 applicants nationwide was selected as a "pioneer mentor" to other teachers across the country in using technology in the classroom. Wortmann is the second Center instructor in the past three years to earn Iowa Teacher of the Year. Jan Mitchell, a communications instructor at the Marshalltown Center, was chosen as the Iowa Department of Education's Teacher of the Year in 1997 and recently received the Distinguished Service Award from the Iowa Council of Teachers of English and Language Arts.
