That shift has sparked concerns that the foundations' new focus could increase the divide between poor and rich districts. In addition, students worry they could lose scholarship opportunities. The rise in influence of public-school foundations comes as hundreds of teachers statewide face losing their jobs, districts spend more money on skyrocketing insurance costs, and state aid fails to keep up with the cost of services for growing numbers of special education students and English-language learners. "It's great for the districts that have private support," said Lindie Nall, whose child attends a West Des Moines school. "That doesn't mean we have equal education opportunity - because poor students won't get that support. I would clearly pay more taxes. That's why we're in Iowa - for priority-one education." Amanda Schwieger, 18, of Williams attends high school in the Northeast Hamilton school district, where school officials formed a foundation in January. Money there will be spent on more than just scholarships, such as a new building with bathrooms near the athletic fields.

However, the choice of products available to the fundraising chairperson today has grown exponentially, reading like a What's What in consumer goods. In fundraising drives across the country, the ever-popular candy, magazines and wrapping paper are found alongside everything from non-perishable cheese and sausage to light bulbs, birdseed, fresh fruit, tee shirts and scads of gift items. Now refrigerated and frozen foods - from pizza and cheesecakes to cookie dough - are gaining popularity in the parade of products sold for fundraising purposes. These products bring with them a whole new set of distribution and handling considerations. As a fundraising decision-maker, your primary goal, of course, is to conduct a smooth, profitable fundraiser. But don't lose sight of the fact that the foods sold through a fundraising drive are still intended for people to eat and enjoy, safely. "There's a misperception that foods sold for fundraising purposes are indestructible," reports Jim Messina, a New Jersey-based supplier of frozen foods for the fundraising market. According to Messina and others in the business of manufacturing and distributing frozen cookie dough, cheesecakes, pizzas and other frozen food items, the parameters for preserving these increasingly popular fundraising items are no different from products purchased from the grocer. Tom Lundeen, another frozen food supplier based in Iowa agrees, "When you buy ice cream at the corner supermarket, you don't leave it in the trunk for two days."

LSTA Grants Program Update Richard Miller : Richard Miller reported on the applications received for the LSTA grant program. A list of applicants was included in the mailing to Council members. The grant amounts requested ranged from $1,776 to $20,981. The total project costs ranged from $2,368 to $41,453. A 25% cash match is required. The projects are primarily technology related and include: Internet access, CD-ROM capabilities, fax machines, and T-1 lines. The Library Commission also received several planning grant requests. One application is for reference collection development. There is $250,000 available for this grant program. It is roughly divided as follows: $100,000 for mini grants and $150,000 for major grants. The Commission received 25 applications for mini grants and 19 applications for major grants. The total requested was $315,899.
