Does state regularly conduct its own data collection? Yes. In 1987, Iowa wrote a plan for developing the infrastructure to connect schools and colleges to a telecommunications network by 1999. In 1993-94, a state commission drafted a long-range vision for education technology. The earlier plan has undergone evaluation and annual revisions. The latter has undergone informal revisions and is currently undergoing more formal revision. The state has not done a formal cost analysis of the plans. Yes. Extractions: SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states. A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report) As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.

Schools in rural America face an array of problems every bit as daunting and intractable as those confronting schools in urban communities. In rural communities, graduating students who see no future locally leave town, and a snowball effect begins. These young people are no longer there to start families, to send their children to school, to buy toothpaste from the local druggist or houses from the local realtor. A brain drain begins that leaves fewer high-quality workers to attract high-quality jobs. Fewer high-quality jobs means even fewer opportunities for the next generation of students, who will find themselves forced by economic necessity to leave the community. In fact, in 22 states, more than half of all rural schools lost students between the 1994-95 and 1997-98 school years, according to the newsletter Rural Policy Matters. Those states with the highest percentages of enrollment loss were Louisiana, Idaho, North Dakota, West Virginia and Wyoming. States with large rural populations have begun to face these and other problems of rural schooling directly.

Extractions: Project Funded - May 2001 Since 1999, the Parks, Recreation and Preserves Division has emphasized developing a quality interpretive program for our parks, recreation areas and preserves. The intent is to institutionalize this program. Seventeen educational resource kits were needed that will focus on water quality, aquatic life, forestry, birds, mammals and landforms. Funds from REAP/CEP and partners, such as IDNR Aquatic Educational Program, Wildlife Bureau, Forests and Prairie Division, and the National Audubon Society were used to assemble kits. The educational resource kits contain written resource materials, curriculum, activity guide, and special tools that will help the naturalist get the message across to our visitors effectively.
