This mission statement is in alignment with the overall vision and mission of the Council of Chief State School Officers (CCSSO) and that of the Division of State Services and Technical Assistance (SSTA). Implementation of the SCASS concept began at a National Education Standards Forum in Des Moines, Iowa, on October 27 and 28, 1991, when representatives of states met to discuss cooperative action for assessment challenges faced in their individual state education agencies. Groups in the arts, science, mathematics, workplace readiness, and health decided to explore the possibility of the CCSSO becoming an organizer and convener of content-focused partnerships to address the need for state and local level assessments.

The Organization The association presents two (2) regular meetings each year and provides a certification and training program for the presentation of information and materials to keep the membership informed of what they need to conduct their assignment and be of service to their school or agency. The Iowa School Business Management Academy (ISBMA) is a certification program where members attend training sessions in areas relating to the many responsibilities they have in their job assignment. Upon completion of the three (3) year program, the members will receive a certificate indicating completion of the initial series of classes. Additional advance classes will be held for those desiring training beyond the initial three (3) year program.

This plan "shall provide for the understanding and use of current technology by staff and students and shall include a procedure to review the district's utilization of technology as a teaching and learning tool." Technical assistance in the development of these plans is generally provided by the educational services and media personnel of Iowa's intermediate education agency, the AEA Area Education Agency. State Efforts At the state level, the following efforts are being made: The State Board of Education's "strategic plan" includes an objective addressing "instructional technology," which declares that "the power of technology will be harnessed in Iowa schools and community colleges to help students learn." The Department of Education has appointed a technology commission to develop "a clear and compelling vision for using technology to transform the education system at the building, district, area and state levels to support the teaching and learning process." This commission will conduct policy and practice analyses and provide a forum for addressing issues in technology.

Extractions: Description Meetings, Summaries, and Activities Membership Links Representatives from NCREL and various educational service agencies (ESAs) from states throughout the North Central region (Iowa, Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin) have been engaged in an ongoing, collaborative alliance since June 1992. Over the years, NCREL and the ESAs have attempted to create and put into operation both a "knowledge utilization system" and a "network" of governance and service delivery providers in the North Central region. Composed of three directors from each of the North Central region's statewide educational service units, the ESA Alliance serves as a market research group, a product and service dissemination network, and a partner in joint development initiatives with NCREL.
