Extractions: Misinformation through the Internet The Internet has become one of the most consulted sources of information. An essential characteristic of the Internet is its many-to-many character. People who seek information can access the medium without much difficulty. For people who provide information it is almost equally easy to distribute information. Because of both the ease with which the information is accessible and the ease with which information can be dispersed, it is also relatively easy to be misled and to mislead, intentionally or unintentionally. Because information on the Internet can be the basis of moral decisions and actions, the reliability of that information is morally significant. The exact character of the problematic status of misinformation through the Internet can be made more explicit by some reflection on criteria for assessing the reliability of information. In judging the reliability of information, we can use primary criteria of reliability. These are, for instance, requirements of consistency, coherence, accuracy, and accordance with observations. Now, seekers of information themselves are often unable to assess the reliability of information in relation to the aforementioned primary criteria. They are mostly no experts, and sometimes lack even the slightest knowledge of the topics about which they seek information. This applies equally to information published through the traditional media and to information published through new media such as the Internet. In order to judge whether one can trust the quality of information in the traditional media, most people seem to apply what I will call secondary epistemic criteria.

Jeder Betreiber eines Knotens ist allerdings selbst daran interessiert, seinen Rechner zu pflegen und Übereinkünfte im Netz zu wahren. Denn er will Nutzen aus dem Netz ziehen und vor allem nicht von allen anderen ignoriert werden. Somit ist der Erfolg des Internet vorprogrammiert.

Extractions: Cybergeography We used to live in a local world that was divided into geographically demarcated units, like home, office, street, cafe, train, rugby field, or dancing. The internet age seems to have blurred any geographical structure. Yet, the virtual reality of the internet has its own particular geography. It is a geography which is built out of networks and nodes which transport information flows which are created and controlled on special locations. Cyberspace as such is no tangible space, but the information processes which constitute this space are embedded in the local world with brick-and-mortar rooms and hard-wired computers. The information space of the internet is constituted by connections between computers and networks of computers. So internet is not a monolytic or placeless 'cyberspace', but rather a series of new technologies that are used by millions of people on different places of the local world. The technical geography refers to the telecommunications infrastructure of the internet, the connections between the computers that organize internet traffic (routers), and the distribution of the internet's broad bandwidth. Through a myriad of possible routes every node of the network is connected to every other node. The USA used to play a central role in the connections between the countries. The technical structure of the internet was highly concentrated round the USA, but this hegemony has been diminished by the emergence of new powerful nodes (hubs and routers) in other areas of the world, particularly in Europe. The strategic differences between the countries are declining. The highly USA-concentrated structure of the technical geography is gradually replaced by a technical dependency between the metropoles of the world.
