The ILJ also welcomes recent development and book review submissions from Harvard Law School students. Timing We accept submissions on a rolling basis. Nonetheless, to be considered for the Winter issue, articles should be submitted by August; to be considered for the Summer issue, it is best to submit articles by December. Requirements Manuscripts should be submitted in English with both text and footnotes typed and double-spaced. Footnotes must conform with The Bluebook: A Uniform System of Citation (17th ed.) , and authors should be prepared to supply any cited sources upon request. In 2003, the Journal celebrated its 30th anniversary. We enjoy a diverse subscription base that spans the globe from Europe to Asia to Africa. The Journal publishes two editions annually. Wisconsin Law Review The Wisconsin Law Review is edited and published six times each year by law students. It has two primary purposes. First, it is vehicle for scholarly legal research and commentary. Attention is devoted to special problems of Wisconsin law, where the Law Review can make unique contributions, and to national and international legal problems. Articles are contributed by attorneys, judges, and law professors. Second, it is an educational medium. A substantial portion of each issue contains student research. Actions Iceland must carry out so that its whaling operations accord with the international law of the sea. Is it possible for Iceland to reenter the IWC with a reservation to the moratorium? The first and overriding consideration in responding to this question is simply what is the international law for whaling. In my view, under general or customary international law the nationals of all states are entitled to harvest whales on the high seas unless the state of registry or flag has agreed otherwise; each coastal state has control over whales within its national jurisdiction, subject to its international agreements, and it has sole authority over the activities of its nationals on the high seas. I think these propositions accurately state current international law on whaling.

But development activity is not exactly rewarded under the Tax Code. While the sale of property held for investment qualifies for capital gains treatment and is taxed at 15 percent, the sale of property developed by the owner is taxed at much high rates.
