Narayanan had formally called on BJP leader Atal Behari Vajpayee to form the nation's next government. The announcement came two weeks after parliamentary elections in which the BJP won the most seats but failed to win an outright majority. Vajpayee said after talks with Narayanan that he had been formally given the mandate to try to form a new administration. He said he would take the oath of office on Thursday. Vajpayee was first appointed prime minister after the 1996 election but his government collapsed after just 13 days when his party failed to win any coalition allies. The president's move on Sunday came after two weeks of intense political negotiations, during which the BJP, the Congress party and a third key force, the United Front coalition, tried to build a workable parliamentary majority. Earlier on Sunday, Sonia Gandhi, the widow of assassinated Prime Minister Rajiv Gandhi and new head of Congress, told the president that her party did not have enough support to form the next government.

The government has started distributing CDs containing Tamil-language versions of various open source applications, including the Firefox browser, the OpenOffice.org productivity suite and the Columba email client. It plans to freely distribute 3.5 million copies of the CD to Tamil speakers worldwide, according to R.K.V.S. Raman , a researcher at the Centre for Development of Advanced Computing, an organisation involved in the production of the CD. Raman told ZDNet UK on Wednesday that the CDs are in considerable demand, following a newspaper and television advertising campaign last month.

Extractions: INSTITUTION NATIONAL COMMISSION FOR WOMEN* I In January 1992, the National Commission for Women (NCW), was set up as a statutory body under the National Commission for Women Act, 1990 ( Act No. 20 of 1990 of Govt.of India ) to review the constitutional and legal safeguards for women; recommend remedial legislative measures, facilitate redressal of grievances and advise the Government on all policy matters affecting women. NCW tackles the problems by ensuring that investigations by the police are expedited and monitored. Family disputes are resolved or compromised through counselling. As per the 1997 Supreme Court Judgement on Sexual Harassment at Workplace, ( Vishakha Vs. State of Rajasthan ) every employer is required to provide for effective complaints procedures and remedies including awarding of compensation to women victims. In sexual harassment complaints, the concerned organisations are urged to expedite cases and the disposal is monitored. For serious crimes, the Commission constitutes an Inquiry Committee which makes spot enquiries,examines various witnesses, collects evidence and submits the report with recommendations. The implementation of the report is monitored by the NCW. The complaints received by the NCW show the trend of crimes against women and suggests systemic changes needed for reducing them. The complaints are analysed to understand the gaps in the routine functioning of government in tackling violence against women and to suggest correctional measures. The complaints are also used as case studies for sensitization programmes for the police, judiciary, prosecutors, forensic scientists, defence lawyers and other administrative functionaries.

Ranjit Devraj NEW DELHI, Apr 22 (IPS ) - Environmentalists are alarmed that the Indian government has given approval for more areas to be planted with new varieties of genetically modified Bt cotton, despite farmers suffering huge losses from growing the transgenic crop. Bt cotton is genetically modified to include a pest-killing gene borrowed from a soil bacterium called 'bacillus thuringiensis'. While Bt cotton is sold as pest resistant seed in India, it has proved to be more vulnerable to pest and diseases than the traditional and conventional varieties. Since the middle of April, the Genetic Engineering Approval Committee (GEAC), of the Ministry of Environment, has approved a total of six new Bt cotton hybrids for commercial cultivation in northern India, with more varieties in the pipeline. But the GEAC is still undecided about granting extensions for several varieties already under cultivation because of crop failures that have destroyed the livelihoods of thousands of farmers across the country most particularly in southern Andhra Pradesh.

The Action Programme is intended to: (i) raise awareness amongst constituents concerning the problems associated with the labour market entry of young people; (ii) to improve their understanding of the advantages and disadvantages of the principal policy and programme options for tackling the problem of youth unemployment; and thus, (iii) enhance the capacity of member States to design and implement policies and programmes for promoting youth employment. The Action Programme includes country case studies from all over the world as well as policy reviews concentrating on specific topics within the ambit of the youth unemployment "problem". The country case studies will be used as the basis for the major output of the Programme, a comparative report on youth unemployment and youth employment policy. Since the beginning of planning in India, the youth have been recognised as "the most vital section of the community". (India, Planning Commission, 1952. p. 615). Among the problems faced by the youth, particular reference has been made to unemployment (besides inadequate educational facilities and lack of opportunities for social development, national service and leadership). Quite appropriately, the problem of youth unemployment has been recognised as an aspect of the national unemployment problem. However, the varied youth welfare activities, including the promotion of sports, have been designed and developed in a setting in which the much higher relative incidence of youth unemployment has not received adequate attention.
