They are able to provide education, consultation and support to teachers and organizations in any discipline, profession, training program or educational level (kindergarten through infinity) either involved in PBL or interested in adopting PBL into their teaching or training programs. With its director, Howard Barrows, the PBLI represents a continuity of research, development and application of PBL from its origins as an educational method almost 30 years ago. Although located in a medical school the PBLI represents a platform for PBL interests, both inside and outside of medicine. The application of PBL at Southern Illinois University is seen in the Problem-Based Learning Curriculum of the medical school and in the Physician Assistant Program. The National Project for Excellence in Environmental Education , initiated by the North American Association for Environmental Education (NAAEE) in 1993, is attempting to answer that question. Environmental education is a process that aims to develop an environmentally literate citizenry that can compete in our global economy; has the skills, knowledge, and inclinations to make well-informed choices; and exercises the rights and responsibilities of members of a community. Through the National Project for Excellence in Environmental Education , NAAEE is taking the lead in establishing guidelines for the development of balanced, scientifically accurate, and comprehensive environmental education programs. Quality environmental education programs facilitate the teaching of science, civics, social studies, mathematics, geography, language arts, etc. These guidelines will help educators develop meaningful environmental education programs that integrate across and build upon the high standards set by the core disciplines. The National Project for Excellence in Environmental Education is a multi-year program designed to identify and provide examples of high quality environmental education practice. Because ESCs provide a variety of technology-related services to local school districts, their staff seemed a reasonable source for this information. The results of this survey tend to confirm national data suggesting that slow progress is being made in integrating technology into education. The averages reported by ESC personnel indicate the following: Less than 10 percent of Illinois school districts are making use of multiple technologies as part of an overall plan for restructuring their schools. The use of technology as part of the total curriculum has not yet begun in 76.4 percent of Illinois districts. For 44.6 percent of the districts in Illinois, technology is, at best, a resource for teachers and students.

Extractions: Last week, Illinois House Republican leader Tom Cross wrote an open letter to Randy Dunn, the recently appointed (acting) State Superintendent of the Illinois State Board of Education, criticizing his decision to divert more Federal funds to the less affluent schools in Chicago and downstate Illinois. Mr. Cross whined that Fair is fair, and that the affluent schools deserve their share of the States education pie, as well. He bemoaned that these schools would have to cut some of their programs being provided to students with disabilities as a result of this redirection of their funds. How ironic that special education should be the first consideration for program cuts, while most of these better schools spend significantly more for exercise rooms, photography labs, lacrosse equipment, and show-choir costumes than their poorer counterpart schools can afford to spend on textbooks.
