Applications cannot exceed $10,000 and must be developed by faculty and submitted to their local school district administration and then forwarded to the State Department of Education. Legislators spent nearly an hour asking questions as they wrestled with understanding the details outlined in each of her initiatives. Dr. Howard told committee members that the state must find new ways to make the teaching profession attractive. She shared her pleasure in hearing the governor include teachers in his request for a 1% salary increase in this year's budget address, since last year he left out any mention of salary increases for teachers. Dr. Howard also reminded committee members that the base salary for teachers has been unchanged since 2002, and she told them a 3% salary increase is not an unreasonable request.
