These are the implementing processes adopted by state agencies (e.g., the State Board of Education) between legislative sessions. Both the House and Senate Education Committees began their review of proposed SBE rules today. The process for approving or rejecting rules is much different than the lawmaking process. The education committees have two options. They can either approve or reject a rule. They cannot, however, change or amend a rule. Another significant difference is that if only one of the two education committees votes to approve a rule it automatically is approved. In order for a rule to be rejected, both the House Education (HEd) and Senate Education (SEd) committees must vote it down.
