The state also passed stronger methamphetamine penalties and a basic framework to begin monitoring chemicals distributed in the state. This effort resulted from the Alliance's assistance to the Kansas Attorney General on chemical control legislation. The Attorney General's office and the Alliance are collaborating to create a training which builds teams of enforcement, child protection and environmental officials to coordinate the application of state laws regarding precursor chemicals and meth labs.

Supporters of ethanol and other biofuels contend they burn cleaner than fossil fuels, reduce U.S. dependence on oil and give farmers another market to sell their produce. But researchers at Cornell University and the University of California-Berkeley say it takes 29 percent more fossil energy to turn corn into ethanol than the amount of fuel the process produces. For switch grass, a warm weather perennial grass found in the Great Plains and eastern North America United States, it takes 45 percent more energy and for wood, 57 percent. It takes 27 percent more energy to turn soybeans into biodiesel fuel and more than double the energy produced is needed to do the same to sunflower plants, the study found.

It was formed in 1992 after being designated an urbanized area by the 1990 Census. The 1990 population of the Bonneville MPO was 56,356. As of the 2000 Census the population of the MPO had grown to 66,973. Steps Leading to MPO Designation In January 1992, a joint meeting was held between FHWA (a transportation planner from the Idaho Division and another from the former Region 10 office in Portland, Oregon), FTA, ITD, and most of the elected officials and planning staffs from the local governments in the urbanized area. Issues covered at the meeting included an explanation of the Intermodal Surface Transportation and Efficiency Act (ISTEA), MPO requirements, and how to develop a Transportation Improvement Program (TIP). Following this meeting, additional meetings and communications between ITD and local staff resulted in a determination of policy board membership, creation of the TAC, definition of planning boundaries, and drafting of articles of association, fiscal agreements and bylaws. The articles included the name of the new entity, its powers, the organizational structure of the policy board, TAC, and CAC, and the allocation of operational costs.

One company, the Boise Water Works, sweetened its proposal by declaring the preposterous idea that it would distribute both cold and hot water. They got the contract, and Boise has used its geothermal resources ever since. The people of Idaho also use geothermal resources for other direct uses. In 1930, Idaho's first commercial greenhouse use of geothermal energy was undertaken. The system still uses a 1,000-foot well drilled in 1926. At least 14 other greenhouses now operate in Idaho. Geothermal aquaculture is also popular. Nine fish farms raise tilapia, catfish, alligators, and other fauna. "Using geothermal resources makes sense because they are clean, less expensive than other sources, and renewable," says Ken Neely of the Idaho Department of Water Resources, "Geothermal resources could become even more important in Idaho as demands for energy increase." Use of this resource has presented challenges to the Boise community. In the 1980s, the three new district heating systems caused total system production increases of more than 100 percent, from about 300 million gallons per year to more than 600 million gallons per year. Water levels in a local monitoring well declined about 25 feet in just a few years.
