Extractions: Return to Map Print Idaho received $205,288 in federal funding for abstinence-only-until-marriage programs in Fiscal Year 2003. Idaho Sexuality Education Law In Idaho, local school boards are charged with the decision of whether or not to offer sexuality education. If a school board decides to institute sexuality education, the program must place "major emphasis" on the home, family, and church as areas of importance for learning such knowledge. Family is not defined under this statute. The program should give youth "the scientific, psychological information for understanding sex and its relation to the miracle of life." It must also include "knowledge of the power of the sex drive and the necessity of controlling that drive by self-discipline." School boards must include parents and community groups in all aspects of instituting and evaluating a sexuality education program. Parents or guardians wishing to excuse their children from sexuality education must file a written request to the school board. The school board will then supply the parent with necessary forms to remove the child from the class. This is referred to as an "opt-out" policy. See Idaho Statutes 33-1608, 33-1609, 33-1610, and 33-1611.

Extractions: Both Pennsylvania and Idaho have attached conditions and additional requirements to the use of the American Board for Certification of Teacher Excellence (ABCTE) "Passport to Teaching" plan that purports to fully certify teaching candidates who pass a set of tests. According to the National Association of State Boards of Education (NASBE), Pennsylvania modified its initial approval of the plan by giving the state secretary of education discretion to require ABCTE-approved teacher to participate in a one-year induction process. NASBE reported, "ABCTE and the state negotiated three parameters that this induction program must include: 1) a mentoring component that involves one of the state's ninety-four teacher preparation programs; 2) a set number of professional development activities, also involving one of the state's teacher preparation programs; and 3) ABCTE teachers will operate under a temporary teaching permit, but will be on their way to full certification. This last parameter closed a loophole in the original resolution that granted ABCTE teachers full certification upon successful passage of the ABCTE exams." In Idaho the state board of education originally approved the ABCTE plan as an alternate route to state certification in November 2003, but added an additional requirement in March 2004.
