Agency - the New York Medicaid Agency. Ambulatory Care - an umbrella term used to describe all the types of health services that are provided on an outpatient basis. While many inpatients may be ambulatory, the term "ambulatory care" generally implies that the patient has come to a location such as a clinic, health center, or physician's office to receive services and has departed the same day. Base Year - the period of time from which data is extracted for purposes of calculating the PMPM cost for each MEG. For purposes of The Partnership Plan Demonstration Waiver, the base year is SFY96 (01 Apr95 - 31 Mar96). For the FHPlus program the base year is the period from 10/97 through 9/99.
