The main purpose of the Public Health Act 1991, and the regulations produced in 1993, was to actively discourage the smoking of tobacco by encouraging non-smokers, particularly young people, not to start smoking, by limiting the exposure of children and young people to smoking persuasion, by encouraging and assisting smokers of all ages to give up smoking, and by promoting good health and the prevention of illness. In spite of actions by the previous Government and this Government to pursue these worthwhile aims, there are still problems; approximately 70,000 teenagers take up smoking each and every year. It is interesting to note that 90 per cent of all new smokers are children. About 236,000 teenagers smoke six million cigarettes each week, spending around $40 million a year. By the time they reach year 10, 24 per cent of male students and 29 per cent of female students are smokers; that is they are almost of adult age. By the time they reach 17 about one in four Australian teenagers are smoking regularly. And obviously they have to obtain their cigarettes in some way. Legislation is in place in New South Wales which precludes the provision of tobacco products to people under the age of 18 years. It is important to understand that smoking is a highly addictive habit. For many years I, and many other smokers, have attempted the difficult task of ceasing to smoke - and then trying to stop again after restarting!
