The food assistance programs were developed in several steps. Concerns about the nutritional status of young men drafted for service in World War II led to the enactment of the National School Lunch Act in 1946. The Food Stamp Program was established on a pilot basis in the early 1960s, and extended nationwide in the early 1970s

Healthy Families The program delivers intense, home visitation services to families who voluntarily agree to participate in the program. These services are initiated prenatally or at the time of birth. Initially, services are offered intensely (i.e. at least once a week), with well-defined criteria for increasing or decreasing intensity of services, and over the long-term (i.e. three to five years). The Program focuses on supporting the parent as well as supporting parent-child interaction and child development. Healthy Families Alaska services are delivered by community non-profit organizations. Programs are funded by a variety of sources including: state general funds, Division of Public Assistance, the Division of Mental Health and Developmental Disabilities, the Office of Children's Services, and the Alaska Mental Health Trust Authority. During FY 2000, Maternal, Child and Family Health will implement a controlled study of the Healthy Families Alaska program. This five-year study will help determine the impact of the program on a number of performance indicators. Seven Healthy Families Alaska programs are providing services in Dillingham and surrounding communities, Fairbanks, Juneau, Kenai, the Mat-Su Borough, and Anchorage.

With the legislative changes of 1981 and the beginning of Operation Awareness in 1983, the Food and Nutrition Service (FNS) stepped up its efforts to help states Improve their programs. Wrapped in newspaper inside the box was a human skull. "This is the strangest thing we've ever received," said Vicki Borges, Harris' executive assistant. The package also contained a note from the anonymous sender, apparently a former Marine who had been stationed in Hawaii in the early 1950s, Borges said. The man said in the note that he had taken the skull and now wanted to return it, she said. The sender wasn't sure where the skull came from, but he believed it was from the Bellows area of Windward Oahu, Borges said. Police took the skull to the city medical examiner's office, where it was determined to be ancient. More tests were to be conducted. The City Council confirmed Denise DeCosta yesterday to be the new city clerk. DeCosta, the longtime community relations officer for the Board of Water Supply, begins her new role Sept. 1.

A recent research synthesis published by Pacific Resources for Education and Learning (PREL) presents greater insight into parental involvement in Pacific education. Rather than focusing on parents only, the study uses the broader and more inclusive term family The Perceived Value of Parental Involvement Some Pacific barriers to involvement reflect unique cultural conditions. In many instances, community comes before education. Therefore, if a village or community event takes place at the same time as a school event, the former takes precedence. Likewise, in some communities, the church plays a vital role in the community or larger society. School activities therefore may take a backseat to church activities that require community participation. Numerous barriers to parental involvement in education are embedded within the procedures of contemporary schooling. In some island communities, the responsibility of involving parents is assigned to the principal. If the principal has a positive relationship and good communication rapport with parents, it is likely that there will be strong participation in school affairs. However, if the principal places low priority on parental involvement or does not communicate well with families, parents may feel unwelcome and unwanted at the school.

A new report from the Institute of Medicine calls the program, known as the Special Supplemental Nutrition Program for Women, Infants and Children (WIC), outdated and inadequate. The report proposes sweeping changes intended to encourage participants to eat more fruits, vegetables and whole grains, and mothers to breast-feed their infants. In the current program, the only fruits and vegetables available are juice for children aged 4 months and older and carrots for mothers who are breast-feeding, despite new national nutritional guidelines that emphasize fresh produce. The U.S. Department of Agriculture, which sponsored the study, now has 18 months to act on the recommendations. If accepted, the revisions would be the most significant since the program began in 1974.
