Although DHS has a formal, initial training program for new employees (caseworkers, licensing specialists, social service aides, and assistants) and provides opportunities for current caseworkers to achieve a Masters of Social Work degree through a program developed with the University of Hawaii, many stakeholders expressed concern about the practicality of the training and the fact that some caseworkers who start work between scheduled training sessions must assume small caseloads before receiving the initial training. The Hawaii IV-E Child Welfare Education Collaborative partners with DHS and the University of Hawaii (UH) School of Social Work to encourage students to accept employment with the department after completing graduate work, by providing a stipend to fulltime students, who then commit to working with DHS for 2 years. Also through this partnership, DHS caseworkers are partially reimbursed for tuition expenses. In recent years, DHS has employed 29 of 30 graduates from the UH program.

Each grantee is required to participate in the peer support activity for the year they are funded. Grantees are given at least one month's advance notice regarding their presentation date. Guidelines for the presentation are also given to each grantee. After the presentation, a short ten-minute question and answer session ensues where their peers give feedback to the funded program in attendance.
