Calendar Dear members of CANCAPS, Larry Woods has recently had to relinquish his position as President of CANCAPS because of medical reasons. Larry is for many of us not only an esteemed colleague, but also a dear friend, and I am sure you will join me in wishing him a speedy recovery. We will obviously recognize Larry's work for CANCAPS, and indeed his profound enthusiasm for the Consortium, at our next annual meeting. Two immediate consequences follow from Larry's resignation: 1) In conformity with the Terms of Reference for the Officers of CANCAPS, I will now assume the function of President of CANCAPS. We will hold at our December 2001 meeting an election for a new Vice-President. Those interested in putting forward their names for this election should contact Heather Chestnutt, Shannon Selin or myself by October of this year. 2) Larry will not be able to organize our December 2001 meeting at the University of Northern British Columbia, contrary to what had been planned. Our meeting will instead take place at the University of British Columbia, where it will be co-hosted by Pitman Potter of the Institute of Asian Research and Brian Job of the Institute of International Relations. The dates of the meeting, December 7-9, remain the same as what had been previously announced.

Leonid Ivanov * gave the following report of the encounter: Two boys from the village of Azovy, Vova Katschin and Sasha Sakharov, saw a " terrifying creature " in the river. Using it´s hands for support, it approached the river bank where the boys were. One of the boys ran to the village while the other was so shocked that at first he was unable to run away and was able to see the creature close-up. Later he was able to make a sketch which resembled a very hairy humanlike being.

It takes its lead from the series of UNDP annual global Human Development Reports that started in 1990. Since then, over 100 reports have been published for particular countries with UNDP taking a "caretaker" role for their production. Human development in Somalia is difficult to assess, since reliable data on basic development indicators are scarce, and independent field research constrained by ongoing insecurity. This is the only Human Development Report written without the benefit of government counterparts to supply data; Somalia in 1998 remains a stateless country. The initial research for and partial drafting of this report was prepared by Michael Hopkins and Jawahir Yusuf Adam (MHC International). Subsequently, the project was handed over to a team under UNDOS (United Nations Development Office for Somalia, a UNDP/multidonor project). Of this team, Ken Menkhaus and Roland Marchal served as joint lead authors of the final draft.
