Construction Work Program Project Selection Process Federal Funding Process Local Government Project Agreement Process The following is a generalized description of the process used by GDOT in selecting and approving projects for addition to the six year Construction Work Program (CWP). The programming of federal aid highway dollars for preliminary engineering, right-of-way and construction activities is determined by two distinct paths as mandated by the Transportation Equity Act for the 21st Century enacted in 1998, typically referred to as TEA-21. These distinct requirements are dependent on population that defines an urbanized area (50,000 plus) and all other areas (less than 50,000). Any area that has a contiguous population of 50,000 or more must form a metropolitan planning organization (MPO). In Georgia we have 15 MPOs. The typical policy group for this organization is composed of the local, county and city officials, transportation providers such as DOT, and citizen members. The policy group oversees the development and updates a three-year transportation improvement program (TIP). The TIP prioritizes projects that will be developed and constructed with funding that has been assigned to them by the DOT. The final decision is then forwarded to the Governor's office for his approval.

The grants were awarded as a part of the Open School : Grant Competition for School-based NGOs in an effort to foster the development of civil society, improve the transparency of the educational sphere and increase public participation in decision-making at the school level. The seven NGOs, operating in Tbilisi, Kutaisi and Telavi, will undertake activities to create and maintain an open community school such as drafting, negotiating and monitoring educational budgets, involving parents in school activities, attempts to improve the transparency of school management and steps to increase community involvement in decision-making. A follow-on linkage grant will be awarded in the near future to a Tbilisi-based organization to help coordinate the efforts of the seven school-based NGOs.
Extractions: BLACKSBURG, Feb. 13, 1997 Doris Kincade , associate professor of apparel merchandising management in the Department of Housing, Interior Design , and Resource Management/Clothing and Textiles in the College of Human Resources and Education , and Cynthia Regan , a doctoral advisee of Kincade's and now faculty member at California Polytechnic State University at Pomona, attended the Second Annual US Department of Energy Fellows Symposium in Washington, DC. Regan presented her dissertation research "A Concurrent Engineering Framework for Apparel Manufacture." The symposium is sponsored by the National Academy of Science. Regan is the second female and the only clothing and textiles Ph.D. student to receive a US Department of Energy Fellowship in Integrated Manufacturing. Kincade is the only female advisor and the first non-engineering advisor to have a student to receive the Fellowship. Kincade and Regan are the first team to receive this fellowship at Virginia Tech. Billie Lepczyk , associate professor in the health and physical education program in the College of Human Resources and Education , has been named the 1998 National Dance Association Scholar/Artist and will present a scholar lecture in Reno, Nev., at the 1998 NDA national convention. Lepczyk was chosen as the 21st recipient of the scholar status on the basis of her groundbreaking scholarly research in movement analysis and dance style, her creative works including the founding of two performing groups at Virginia Tech, and her ability to effectively communicate ideas and knowledge to diverse groups. She is active in the NDA as well as the American Alliance for Health, Physical Education, Recreation, and Dance. Before joining academia Lepczyk had an extensive dance career in Europe.
