Training and technical assistance is provided for multi-family housing projects like USDA's Rural Development Section 515 Rural Rental Program, Section 514-516 Farm Labor Housing Programs; and HUD's Home Investment Partnership Program. Single- family home construction assistance is provided through USDA's Rural Development Section 502 or Section 523 Self-Help programs; and rehabilitation or weatherization assistance is provided through the Section 504 Repair Program and the Section 523 Housing Preservation Grant Program. Rehabilitation projects are also supported by Community Development Block Grants, DOE's weatherization assistance programs state housing development and finance agencies. Housing counseling services to farmworkers are also supported by the Department of Labor.

Extractions: Phoenix Project The Phoenix Project exists to address the needs of persons living with HIV/AIDS (PLWH/As), especially those who are homeless or without support systems. The Phoenix Project offers numerous onsite services such as an HIV primary healthcare clinic, housing for PLWH/As, and many supportive programs designed to promote independence and self-sufficiency. Project House Call consists of a nurse and case manager who provides preservation of housing through medical linkage. By taking supportive services into the homes of PLWH/As the physical, financial, and social barriers preventing healthcare and self-sufficiency are removed. Results: In 2003 Project House Call served 172 individuals and prevented homelessness for 123. HIV Primary Healthcare Clinic is an AIDS-specific healthcare clinic in partnership with Chatham County Health Department. Located at Phoenix Place, the clinic provides holistic healthcare to PLWH/As, including medication counseling, medical nutrition therapy, and full medical assessments. Results: In 2003 provided services for 139 individuals over 1,134 encounters.

Extractions: Decatur, Georgia Affordable single-family homes are the first new development in Lynwood Park in many years. Lynwood Park is a historically African-American community northeast of Atlanta, with origins dating back to the Civil War. When the community was first developed, large tracts of land within this more than 180-acre area were deeded to African Americans. Over the years, most of those tracts were subdivided into smaller parcels. The community is now composed of approximately 494 individual lots, ranging from less than one-tenth of an acre to more than 3 1/2 acres. The average lot is about one-third acre. Most Lynwood Park households are made up of long-term residents with low or moderate incomes. Little investment had been made in the community in recent years, and there had been a decline in homeownershipmany properties were owned by absentee landlords. No new housing had been developed in Lynwood Park in many years, and there were few opportunities for households wishing to move into the area. By the late 1990s, significant upscale development had taken place in areas immediately adjacent to Lynwood Park. New homes in these areas sold for $300,000 to $750,000. The community began to experience development pressure as long-term residents were urged to sell their homes to permit new development of their lots. Vacant properties were targeted for acquisition, with the prospect of future upscale development.

The Judicial Council has adopted general guidelines to govern the granting of these moneys. Inasmuch as these funds are available after July 1, 2003, the Domestic Violence Committee wishes to distribute these funds during two rounds and ensure that they are used as intended by the Legislature. Partnerships Activities Atlanta Housing Authority The Building Design and Performance Program helped establish a partnership between the U.S. Department of Energy (DOE) and the Atlanta Housing Authority (AHA). The signing of a Memorandum of Understanding between DOE and AHA on December 12, 1995, signified the first partnership agreement formed under DOE's Partnerships for Affordable Housing Program. The primary objective of the Atlanta partnership is to reduce utility costs by 30% in half of AHA's public housing units by the year 2000. AHA paid utility bills in 1994 totaling nearly $19 million to provide electricity, natural gas, water, and waste water services to residents occupying about 14,750 units of public housing. AHA is actively pursuing energy savings performance contracts (ESPCs) as one means of addressing energy and water deficiencies in their housing units. AHA has established an ESPC to perform capital improvements to their high-rise apartment buildings. The selected contractor has audited the buildings and documented their findings. They are now in the process of writing a proposal for specific capital improvements. AHA is putting into place two additional ESPCs focusing on their townhouse developments and investigating the use of a DOE Performance Contract to purchase energy efficient refrigerators. Most experts agree these immigrants will remain in the South. Federal policy may determine their status, but state and local policy determines how they adapt. The University of Georgia Housing and Demographics Research Center (UGA/HDRC) Latino Home Ownership Partnership believes home ownership is one of the best ways to help Latino families become stable and contributing members of the community. It accomplishes this through dynamic public-private partnerships. A local partnership in Ellijay/Gilmer County formed to help the Latino employees navigate the process of purchasing a home. Many of the employees cannot speak English, are illiterate in Spanish and have no credit history. The partnership provides a conduit between Latino families, funding sources, and developers by providing outreach, counseling and homebuyer education, and packaging loan applications. The partnership includes Gold Kist Inc., UGA/HDRC, the University of Georgia, Gilmer County Extension, Gilmer County Family Connection, United Community Bank, the United States Department of Agriculture/Rural Development (USDA/RD), and the Georgia Department of Community Affairs.
