Fostering Sustainable Development Single Family Development Program Program Description Contact Information This new initiative is designed to assist local communities throughout Georgia to expand the supply of affordable single family housing and to increase homeownership opportunities for low to moderate income individuals. Prospective applicants may develop new housing in subdivision style settings, rehabilitate vacant and dilapidated housing in established neighborhoods or construct new housing on vacant lots in inner city communities. Under the SFY2006 Single Family Development Program, nonprofit and for-profit housing developers and/or local public housing authorities may apply for up to $300,000 in financing to assist with the construction and sale of single family housing. These resources are offered as gap financing in the form of a Home Buyer Subsidy and/or a Development Subsidy. Applicants are required to obtain construction term financing from another lending source. A hard copy of the Single Family Development Program manual is available at the cost of $20. Self-Assessment Tools HUD Issues 2002 Notice of Funding Availability for Housing Programs NAMI E-News April 9, 2002 Vol. 02-64 On March 26th, HUD announced the availability of funding to expand affordable housing opportunities for people with mental illnesses and other disabilities. The HUD SuperNOFA announcement represents a critical step in the process of how local governments, housing authorities and non-profits access federal housing funds. NAMI state and local affiliates and advocates have an important role to play in pushing local officials and housing organizations to apply for programs that target housing resources to non-elderly adults with severe mental illnesses. Over the coming weeks and months, state and local housing officials, housing authority directors and non-profit groups will be deciding whether or not apply for HUD funding through programs such as Section 8, Section 811 and McKinney-Vento Homeless Assistance. In many states and communities, it will take the assertive advocacy of NAMI leaders to push these officials to make a priority of seeking HUD funds for individuals with severe mental illness.

President Bush's proposal to establish a new cabinet level department for homeland security is expected to top the congressional agenda. However, members of Congress - many of whom will not be returning to office in January - will also be considering other issues including remaining FY 2003 spending bills and additional payments to physicians, hospitals and health plans under the Medicare program. It is also possible that Congress will consider action on legislation to require health plans to cover treatment for mental illness on the same terms and conditions as all other illnesses (insurance parity). Mental Illness Parity Bill Still Alive Increased attention has been focused on parity since the tragic death of lead Senate sponsor Paul Wellstone of Minnesota in a plane crash on October 25. During this "lame duck" session, there may be opportunities for members of Congress to press for action on a range of legislative priorities that were not acted on earlier this year. Parity is part of a long list of bills that was left unresolved before the election. However, few of these bills enjoy the strong bipartisan support that parity does in both the House and Senate and, most importantly, from President Bush. Only a handful of unpassed bills in the 107th Congress can match the record of accomplishment of the mental illness parity measure:

Today, TAFS staff and volunteers work with and for vulnerable individuals and families to address their immediate and longer term housing, transportation, and social support needs through direct services, preventative approaches, and advocacy. Travelers Aid Family Services long tradition has its roots in the late 19th century when socially active citizens formed associations to assist immigrants arriving daily at Boston Harbor. In 1916, Travelers Aid Family Services (TAFS) began serving rail passengers at South Station, where staff and volunteers assisted travelers seven days a week. TAFS was officially incorporated in 1920 with the mission of assisting the traveling public, including the poor and disadvantaged. In 1956, the agency initiated volunteer-operated information and referral services at Logan International Airport, thereby expanding its constituency to include commercial air travelers. The history of Travelers Aid Family Services is the story of people displaced by the social upheavals of the 19th and 20th centuries. Throughout the years, case managers have assisted immigrant families and single women in their searches for housing and employment, as well as facilitating transportation for stranded travelers, runaways, refugees, military personnel, and migrant workers.
