The closed and confidential process established on campuses for handling these infractions has created a convenient venue for the diversion by image conscious administrators of serious criminal charges of student on student crime. While these hearings typically offer a resolution faster than the criminal court system, as well as a lesser burden of proof making a finding of guilt easier, they are generally not open to public scrutiny. Without this scrutiny it is impossible to know if both the victim and accused truly were treated fairly by a potentially biased institutional organization. Additionally and most importantly, the community is not informed about dangerous crimes committed in their community. The University of Georgia disciplinary system was selected for review because of two 1993 state Supreme Court rulings decision issued by the Ohio Supreme Court granted limited access, names and other identifying information is redacted, to similar records in that state but not to the hearings themselves.

Leichter, MD, FACP, FACE O n August 5, 1997, the Balanced Budget Act of 1997 was signed into law, and as many in the diabetes community know, Medicare coverage for diabetes supplies and eventually for patient education, was included. While coverage for diabetes supplies has already been implemented, coverage for patient education is still being formulated. Once Medicare provides coverage for these services, it is assumed that other insurance carriers will follow its lead. These developments will cast an entirely new perspective on organizing and maintaining diabetes education programs. One important area for consideration in approaching this new opportunity is the business of a diabetes education program. Up to now, the business options for this activity have been skimpy and erratic. The implementation of these new Medicare regulations may substantially alter that. Educators and program managers who are prospectively familiar with these factors will have an advantage in developing and maintaining their programs. The Business of Diabetes Education in the Past Up to now, support for diabetes patient education has been infrequent and erratic, at best. Medicare coverage of these services has been quite variable and unpredictable. This has been confounded by the fact that, before the passage of this new legislation, each geographic area for Medicare has been administered by a different intermediary, and each intermediary could elect to cover or not to cover such services at their own discretion.

These programs must have SAA approval before veterans and other eligible persons may receive educational benefits (GI Bill) from US Department of Veterans Affairs under the authority of Title 38, U.S. Code and Chapter 1606 Title 10. Federal and State Laws require stringent regulatory compliance of all institutions and establishments approved for veterans attendance. The responsibilities of approval, annual inspections, and ensuring corrective action when necessary, constitute a vital function of the Georgia SAA.
