HB 210 seeks to fill many of those positions with the state's most experienced educators. The proposal would allow retired teachers to re-enter the classroom and receive a full salary without forfeiting their retirement benefits. Retired teachers wishing to return to the classroom would not accrue time toward their retirement benefits funding formula, and would only be allowed to serve for a period of five years. The NASP Principles for Professional Ethics (2000) speaks to this mandate as well: "School psychologists.[choose] instruments and techniques.that have up-to-date standardization data and are applicable and appropriate for the benefit of the child."
