A SOCIETAL FRAMEWORK Currently, there appear to be three basic perspectives concerning gender differences. These perspectives are focused in areas of unequal distribution of power, socialization, and inherent differences. Combining information from these bodies of literature, we can construct an explanation of what it means to be male or female in our society. First, men as a group within American society have more economic, political, social, and physical power than most women. Males and females also, however, are socialized to become different beings as well. Messages received from family, school, and media continue to be heavily laden with sex-role messages representing very different sets of acceptable behaviors for boys and girls. These social rules and expectations create remarkably disparate psychological environments for development based on gender. Finally, in terms of inherent differences, those characteristics stereotypically identified with women historically have been dismissed as of little value. Even within psychology, the model of the healthy adult has traditionally been described through masculine characteristics. Only in rather recent history have we begun, at any level, to hear and value "the other voice" (Gilligan, 1982).

A growing volume of literature suggests that gender issues underlie numerous classroom activities. For example, McAuliffe (1994) and Kamler (1993) found that the portrayal of characters in children's writing often reflects gender stereotypes. In addition, individual beliefs about the dominance or subordination of particular genders frequently determine whose ideas are heard or ignored in student discussions (Evans, 1996), and unfacilitated group discussions may therefore reinforce gender stereotypes among students (Alvermann et al., 1996a). Thus, without some intervention, unstructured language-learning situations may actually encourage children to reproduce gender stereotypes (Purcell-Gates, 1993). What is the role of the teacher in addressing such problems? The literature suggests that teachers have differing views of the position they should take in this matter. The different positions reflect individual beliefs about gender roles and about the role that teachers should play in children's lives. This Digest provides an overview of various perspectives on the teacher's role in addressing gender-related issues in the classroom.

It produced a brochure with information about the meaning of gender and a gender approach in the water sector, references and some hints for application (electronic copies still available from IRC), two sourcebooks, two reports on gender and the work of the Water Supply and Sanitation Collaborative Council and four newsletters. It also developed a very rapid (10 minutes) participatory gender analysis tool which became very popular to create awareness and basic understanding of gender issues and their importance for the water sector during larger gatherings. This has also been translated into other languages. This tool is still available from IRC. GENNET was discontinued in 1998 when the envisaged support through the WSSCC did not materialise. It has been replaced by the Gender and Water Alliance, which is active across the whole water sector: water for food (irrigation), water for nature (land and water use) and water and sanitation for people. The Gender and Water Alliance was created during the 2nd World Water Forum as a result of gender mainstreaming being placed high on the agenda of the water sector. The Gender and Water Alliance was launched to help implement water visions. A total of 110 organisations are presently members (including members of GENNET) with IRC acting as the secretariat for the alliance. In view of synergies established at the Fourm and the international recognition received for the alliance, it has been suggested that alliance now be responsbile for mainstreaming gender within the Council's activities. This would allow coordination to be continued by IRC.

Extractions: Emblazoned with various social, moral and religious opinions, disclosing and discussing one's transgendered status with adolescent and adult children is frequently one of the most difficult issues brought up by clients in my counseling practice. Because our western society is polarized with gender and sexual stereotypes transgendered individuals survive relatively closeted familially and socially making these issues all the more difficult to talk about. During our individual exploration of transgendered issues we must decide how much of a public face we wish to reveal to others. Additionally we must decide which values we wish to incorporate into our private lives and ultimately extend to children. Agreed, every parent wishes to provide their child with safety, nurturance, education and the opportunity to build self and social acceptance skills. Firsthand before disclosing to any relationship of importance, establish the facts, understand how being transgendered affects your life and theirs. Talk with your counselor regarding disclosure options and relevancy. In some cases not disclosing or limited disclosure may be optimum. One frequently overlooked necessity for those who are unable to disclose, is dealing with the feelings surrounding having to keep something hidden from family members, this is another subject that would be appropriate to bring into discussion with your counselor.

Human Rights Watch is concerned that if adopted, the proposed amendments would damage Ukraine's efforts to fight HIV/AIDS by driving those most vulnerable to HIV infection away from HIV prevention services and exposing many to health risks in prison that would put them at risk of HIV or accelerate existing HIV infection. Human Rights Watch expresses deep concern about recent reports that the Ukrainian Cabinet of Ministers has proposed amending the list of scheduled drugs to reclassify methadone as a prohibited narcotic substance, thus barring its use for therapeutic purposes. This proposal contradicts recommendations from international health and drug enforcement bodies, which have advised the use of substitution therapy, including with methadone, as an integral part of HIV/AIDS prevention and treatment programs.
