Not only was France training the genocidal militias prior to the genocide, the French government was even today providing perpetrators of the genocide a refuge. France has earlier been criticised by a European court for not trying genocide suspects. Aloys Mutabingwa, the Rwandan government's envoy to the UN-backed International Criminal Tribunal for Rwanda (ICTR), yesterday made strong statements to the press in Arusha (Tanzania), where the ICTR is based. Mr Mutabingwa said the French government had part of the responsibility for the 1994 genocide and for not letting the ICTR doing its job properly. The Rwandan envoy was quoted by the French news agency AFP as saying that the ICTR's ten-year investigations had produced "sufficient and credible evidence" to try French government officials. Many witnesses had told the tribunal about French soldiers training the Interahamwe militia of Hutu extremists. It was only because the ICTR wanted to avoid "a diplomatic incident" that French officials had not been charged.

Charges of manslaughter have been levelled against officials by families of victims of the fatal human form of bovine spongiform encephalopathy, new variant Creutzfeldt-Jakob Disease (vCJD). Two people have died of vCJD in France and a third is suspected of suffering from the disease, which scientists have linked to eating contaminated beef. Judicial sources said prosecutors, accompanied by the police, removed documents from the agriculture, health and finance ministries. I had reason to believe that Marshal Pétain was not cognizant of all of the acts of his Vice Premier and Minister for Foreign Affairs, Monsieur Laval, in his relations with the Germans. There can be no assurance that a similar situation will not exist with the new Foreign Minister. Accordingly, you should endeavor to bring to Marshal Pétain's attention such acts done or contemplated in the name of France which you deem to be inimical to the interests of the United States.

Prime Minister Jean-Pierre Raffarin said in media reports Minister for Research Francois d'Aubert said that setting up a national research agency underlined the government's commitment to investing in science following years of underfunding with below-EU-average spending increases on science. Aubert said that the high-profile research agency would give "visibility to the government's extra effort to spend more money on science research year in, year out." Prime Minister Raffarin also said that the extra funds allocated to the agency would help France achieve its objective of increasing its spending on science from 2.2% in 2002 to 3% of its gross domestic product by 2010, according to media reports Like the US National Science Foundation , the new agency will allocate grants to scientists and researchers on the basis of a competitive merit-based review system. Minister for Research and New Technologies Claudie Haignere said that the new agency would "finance research projects selected on the basis of merit and ensure independent evaluations [of projects] and promote cooperation with international science."

The program was launched in September 2000 as the newest of the MIT International Science and Technology Initiatives with funding from the EduFrance Agency. On July 12, President Charles M. Vest and H.E. Fran§ois Bujon de l'Estang, the French ambassador to the United States, signed an agreement formalizing a $1 million contribution from the French Ministry of Foreign Affairs to the MIT France Program. The contribution will seed an endowed fund for the program; MIT will seek to match that amount during the course of the coming year. The MIT International Science and Technology Initiatives prepare students and faculty to work and live in foreign countries through intensive language instruction, cultural immersion, in-country internships and faculty research collaborations. The MIT France Program is MISTI's sixth; the others involve Japan, China, India, Germany and Italy. The director of both MISTI and the MIT France Program is Suzanne Berger, the Raphael Dorman and Helen Starbuck Professor of Political Science. The MIT France Program has three main components: internships for students and young graduates in companies and research laboratories in France, doctoral and postdoctoral fellowships for MIT researchers to conduct research in France's leading laboratories, and visiting positions for French professors or researchers in various MIT departments.
