The following case study is the third of an expected twelve developed as part of an investigation into the reassessment of state roles in disaster mitigation and management which was funded under the National Science Foundation grant #CMS-9629871. The intent of the study is to use case studies to understand why states have taken the initiative to develop in-state programs, to determine how other states can be encouraged to follow suit, and to determine an appropriate role of the federal government to support state initiatives. When the case studies are completed, a theoretical model of the initiation process presented in the research proposal will be tested. This study centers on the issuance of the governors executive order and the development and passage of legislation based on the recommendations of the Lewis Committee. In the regular 1993 legislative session, two separate bills were introduced, enrolled, and enacted which incorporated the vast majority of recommendations advocated by the Lewis Committee. These were House Bill No. 911, later enacted as Chapter 93-211, Laws of Florida, and Senate Bill No. 1858, later enacted as Chapter 93-128.

At the wheel was Kip Jackson, legislative liaison for the man in the shotgun seat, Durell Peaden. The men were headed south to Tavares, where the next day Peaden's legislative friend, Rep. Everett Kelly, had scheduled a "conversion party" to announce his switch from the Democratic ranks to the GOP. It was Friday, August 28, 1997. The lively exchange had the ring of an old-fashioned stump speech. Bob Jackson, legislative affairs director for the state's Department of Elder Affairs, wasn't shy about putting in his two-cents worth about what he thought Florida lawmakers should focus on in the upcoming, '98 policy-fest in Tallahassee. He parroted a theme that his boss at Elder Affairs, Bentley Lipscomb, had preached mainly to deaf earsfor a decade: Florida needed more doctors trained to treat the fastest growing segment of the state's populationpeople over 65. Lipscomb's plaint was based on the findings of the Florida Committee on Aging, assembled by Gov. Bob Graham in 1984, and subsequent studies that produced evidence that Florida's population of seniors were getting the short end of the stick when it came to health care. The studies called for stepped-up geriatric medical education within the state's existing med schools to ward off a crisis in primary care for elderly citizens.

According to U.S. Bureau of the Census data, increased per capita land consumption was associated with about 55% of the sprawl in the Watershed and population growth was associated with about 45% of the sprawl, although there is great variation among the different Urbanized Areas of the Chesapeake Bay Watershed. The Chesapeake Bay Watershed is home to more than 3,000 species of plants and animals, and nearly 15 million people today. The restoration and long-term protection of the Bay depends on halting the urban sprawl that is threatening the biodiversity and water quality of the area.
