In another gesture symbolizing the continued confusion of the federal response, the man President Bush immediately named to succeed "Brownie," proves to have been the same FEMA official who, two-and-a-half years ago, suggested that Americans stock up on duct tape to protect against a biological or chemical terrorist attack. David Paulison, then the government's Fire Administrator, joined with the then-head of Homeland Security Tom Ridge, on February 10th, 2003, to say that duct tape and plastic sheeting should be part of any home's "survival kit" in preparation for a terrorist attack. That set off a run on duct tape at stores, and widespread criticism of the administration. It might have been the first time after 9/11 that a large number of Americans wondered if the government really knew what it was talking about when it came to disaster preparedness. And the man behind that politically explosive proposal, has just been named to succeed the man who had been the face of the politically explosive response to Hurricane Katrina.

Extractions: Of course this term is pejorative, and it is meant to be; the paranoid style has a greater affinity for bad causes than good. But nothing really prevents a sound program or demand from being advocated in the paranoid style. Style has more to do with the way in which ideas are believed than with the truth or falsity of their content. I am interested here in getting at our political psychology through our political rhetoric. The paranoid style is an old and recurrent phenomenon in our public life which has been frequently linked with movements of suspicious discontent. Here is Senator McCarthy, speaking in June 1951 about the parlous situation of the United States: How can we account for our present situation unless we believe that men high in this government are concerting to deliver us to disaster? This must be the product of a great conspiracy on a scale so immense as to dwarf any previous such venture in the history of man. A conspiracy of infamy so black that, which it is finally exposed, its principals shall be forever deserving of the maledictions of all honest men. What can be made of this unbroken series of decisions and acts contributing to the strategy of defeat? They cannot be attributed to incompetence. The laws of probability would dictate that part of [the] decisions would serve the countrys interest.

An account of the June 15,1904 steamboat fire which killed more than 1,000 people on New York City's East River. Includes photographs, scanned documents, and other primary sources, as well as recent news. Ask any New Yorker to name the cityâs greatest disaster before September 11, 2001 and invariably they offer the same answer: the Triangle Shirtwaist factory fire of 1911. That tragic event garnered international headlines as 146 young immigrant women lost their lives in an unsafe garment factory. Yet even though it is certainly Gothamâs most famous disaster, it runs a distant second to a much larger catastrophe which occurred only seven years earlier. On June 15, 1904, more than 1,000 people died when their steamship, the General Slocum, burst into flames while moving up the East River. It was the second-most deadly fire (after the Peshtigo fire of 1871) and most deadly peacetime maritime disaster in American history.

World War II In 53 B.C., seven Roman legions, some 50,000 men, marched into the searing Mesopotamian desert. They had come to this eastern province of the kingdom of Parthia seeking conquest and plunder but, deceived by a false guide and commanded by an arrogant blunderer, the legions were almost annihilated. Aside from a lucky few, the Romans were either slaughtered and their bodies mutilated, or else were captured and enslaved. Their commander was decapitated, and his head was used as an ornament at the banquet of the Parthian king. Such was the Battle of Carrhae, a disaster almost unmatched in the otherwise glorious history of Roman arms. It was a battle of shocking brutality, even by ancient standards. It was also an early example of hit-and-run, guerrilla-style warfare, carried out in a manner that would stand up well by 21st century standards. Most of all, it was a monument to the delusions, conceits and military incompetence of the Roman commander, Marcus Licinius Crassus.
