The head of investigations at the Ethiopian Human Rights Council, Birhanu Tsigu, said he hopes Monday's negotiations will smooth out any disagreements. The deal is designed to address irregularities and other complaints arising from the May 15 elections. "Hopefully, it will bring about some peaceful settlement of the matter. [The agreement] is regarding the vote-counting process and the investigation of complaints," he said.

Most shops remained closed and taxi drivers stayed off the streets in a strike called to protest against a government crackdown on the political opposition after the disputed elections. UK-based Amnesty International said it feared students detained during this week's unrest could be tortured. Police released a leading opposition figure but continue to hold 14 others. Amnesty accused police of using live ammunition and beating mainly peaceful protesters. It did though acknowledge that some demonstrators threw stones. "We call on the Ethiopian government to halt the police violence and set up an independent and impartial commission of inquiry," Kolawole Olaniyan, the group's Africa director, told Reuters. The rights group estimated that at least 100 people had been injured in the clashes and up to 1,500 students and other protesters were at risk of torture after being arrested in Addis Ababa and other towns where rallies took place. The European Union has also condemned Ethiopia's tough line on the opposition, and concern at the situation has been expressed by the United States and the United Nations.

There has been growing unrest amongst Ethiopia s 72 million citizens since the end of the May 15 th legislative elections. Partial results show that the opposition parties won nearly 200 seats and may have won far more, depending on the results of challenges lodged in 299 constituencies. The ruling coalition claims to have won 328 of the seats in the 547-seat lower house of Parliament, while the opposition parties officially have won 194 seats up from the 12 seats they won in 2000 elections.

The government's detention of Prof. Mesfin and Dr. Berhanu appears aimed at crippling the Ethiopian Human Rights Council (EHRCO), the only openly operating human rights monitoring group in the country. Prof. Mesfin and Dr. Berhanu had conducted a public session of human rights education on behalf of EHRCO at the campus of Addis Ababa University on April 8. An EHRCO official told Human Rights Watch that the students' council had requested the organization of this session for the benefit of its members in early February 2001, but EHRCO was only able to organize it in April due to the Council's involvement in monitoring local elections in the preceding weeks. EHRCO's public session took place at the campus as students were peacefully pressing the University administration and the government for greater academic freedoms.
