It is being constructed by the major Ecuadorian developer ProInmobiliaria, which has teamed up with Universidad San Francisco de Quito and the international operator from Colombia Administradora Country Clinic. The Universidad will supply the doctors and the personnel who will provide the services and the Administradora clinic will provide the model for the administration of the new hospital. Construction of the $25 million Hospital de los Valles began in mid 2003 and completion is scheduled for the end of 2004. When built, the new Hospital will provide services for more than 25,000 homes located in the Tumbaco Valley, the Chillos and important housing sectors to the east of Quito. This population of 100,000 inhabitants is growing rapidly. The particular site of the hospital was governed by a number of factors including the proximity of airports and transport facilities. The developers are currently financing the project through the sale of stocks, and welcome foreign investment. This project is part of a global plan that includes the construction of other hospital facilities such as the Clinica de la Costa in Guayaquil and the Country Clinic of Bogota.

José Luis Cordeiro, president, Venezuelan Exporters Association There is no demonstrable, scientific way to trace how ideas get implemented into public policy. Yet, one thing is certain: policy changes do not occur magically and automatically. They typically result from the relentless efforts of many dedicated individuals. The story of Dora de Ampuero, president of the Instituto Ecuatoriano de Economía Política (IEEP), provides an illustrative example of how a persistent devotion to ideas can lead to effective public policy reform. Who would believe that the Ecuadorian government's recent move to dollarize the economy has its roots in a humble, free-market institute located in the port city of Guayaquil? Yet, beyond doubt, the IEEP has played, and continues to play, a key role in bringing effective ideas for monetary reform to this Latin American country. I should have thought ahead and realized that I would be the one learning the most in this experience, rather then my students. For some reason I wasn't as prepared as I thought for the intense realizations I've been having. The past three weeks have been challenging to say the least, in both professional and personal aspects. During our two weeks in Mindo I went from enchanted and ecstatic to frustrated and confused - and back and forth. I made some perspective shattering realizations; first, that you cannot invest trust even in old friends, second (I knew this one already) all of your preplanning doesn't insure that others will follow through in theirs, and hardest of all was to realize that good intentions do not always produce good outcomes. It hurts me to see the change and to watch the community struggle with it. It is even worse to realize I am at fault and I'm working to brings more influence to the community. I have had to really consider my intentions and more than that the possible outcomes of continuing to work within the community. The following is an excerpt from my journal.

One group of iguanas took to the hills and the other to the sea. These marine iguanas are unique in being the only sea-going iguanas in the world. The Galapagos archipelago of thirteen main islands was formed by volcanic activity within the last five million years. The youngest island Fernandina is no more than 700,000 years old. The land iguana of the Galapagos Marine iguana and friend. The lava lizard uses the marine iguana's head as a lookout post! Lying at the conjunction of a complex system of warm and cold oceanic currents, it is the coolest place at sea level on the equator and home to a truly astounding variety of tropical and temperate animals, many of whom are not found anywhere else in the world. Fernandina Island is one of the most pristine locations on the earth being perhaps the largest island outside the polar regions with no introduced species. Dominating the island of Fernandina is a 1,500 meter volcano with a massive caldera six kilometers across. Despite the harshness of the terrain and the unpredictability of the environment being marked by frequent volcanic eruptions it is home to a vigorous array of wild life. Penguins and red-footed boobies, fur seals and tropic birds share its shores while the land is dominated by the reptiles - the land and marine iguanas as well as a giant tortoise. Hawks soar on the up-draught and doves and Darwin's finches drink the condensing water droplets from hissing fumaroles. But the most spectacular of all are the land iguanas who appear to have struck an evolution pack with the volcano itself.
