Extractions: Investigations Emerging contaminants can be broadly defined as any synthetic or naturally occurring chemical or any microorganism that is not commonly monitored in the environment but has the potential to enter the environment and cause known or suspected adverse ecological and(or) human health effects. In some cases, release of emerging chemical or microbial contaminants to the environment has likely occurred for a long time, but may not have been recognized until new detection methods were developed. In other cases, synthesis of new chemicals or changes in use and disposal of existing chemicals can create new sources of emerging contaminants. Research is documenting with increasing frequency that many chemical and microbial constituents that have not historically been considered as contaminants are present in the environment on a global scale. These "emerging contaminants" are commonly derived from municipal, agricultural, and industrial wastewater sources and pathways. These newly recognized contaminants represent a shift in traditional thinking as many are produced industrially yet are dispersed to the environment from domestic, commercial, and industrial uses. The major goal of the Emerging Contaminants Project is to provide information on these compounds for evaluation of their potential threat to environmental and human health. Extractions: Conclusions S tate of the environment (SOE) reporting was introduced in the United States with the enactment of the 1969 National Environmental Policy Act (NEPA); it was made a global activity in the declaration adopted at the Stockholm Conference on the Human Environment in 1972. In the early years, the focus was on the state of the biophysical environment land, freshwater, forests and wildlife, for example. People were generally reported as a threat to the environment. But SOE reporting has over the years become more integrated and now takes into account the complex human-environment interactions in assessing and reporting on the changing state of the environment. Subsequently, SOE reporting has been established at virtually every level local, national, sub-regional, regional and global. Many approaches have been used: some focused on media such as land and water, some on sectoral themes such as agriculture and forestry, some on issues such as land degradation and pollution (and some combined these approaches). Other frameworks have included the pressure-stateresponse (PSR) and later the driving force-pressurestate- impact-response (DPSIR). These different approaches have served their purpose but their inherent weakness is a linear approach to complex ecological processes and human-environment interactions. The reports often down played the fact that people not only have an impact on the environment but also that the environment has an impact on people.

Extractions: The recent Diavik Diamond Mine environmental review in the Northwest Territories raised the issue of regional cumulative environmental effects in the Slave Geological Province. The environmental review of this project highlighted the need for something beyond a project-by-project approach to EA in an area of projected intensive development. As a result, the Minister of the Environment directed that a Cumulative Environmental Effects Assessment and Management Framework be put in place. While the development of this framework is in its infancy, it provides a good example of how a REEF-like approach to EA could be utilized. The information from the study may be used to meet future project assessment requirements under the Act. It is also a good example since cumulative environmental effects were identified as major concerns in both the BHP Panel Review and the Diavik Comprehensive Study. The Regional Sustainable Development Strategy (RSDS) for the Athabasca Oil Sands Area in 1999 responded to the multi-billion dollar development scenario unfolding in the northeastern region of Alberta. The strategy was developed through an open and inclusive process involving stakeholders and regulatory agencies with the objective of providing a framework for assessing multiple projects in the Alberta oil sands area. This strategy considers all existing and proposed oil sands projects in the region, as well as large-scale projects in the forestry sector. It involves all of the major industrial players, plus relevant federal, provincial, municipal and Aboriginal government players. It explores data requirements, environmental criteria, environmental effects monitoring and adaptive management approaches related to project impacts. A critique of this approach and how it relates to a REEF is included in Section VIII.

Cities are centres of economic growth, but can at the same time face concentrations of social, environmental and economic problems. The URBAN Community Initiative is an instrument within EU Cohesion Policy, dedicated to the regeneration of urban areas and neighbourhoods in crisis. The second round of URBAN (" URBAN II ") consists of 70 programmes across the EU, covering some 2.2 million inhabitants. These areas often face quite severe deprivation and specific challenges. For example, on average unemployment and crime rates in URBAN II areas are both around twice the EU average. In addition, the proportion of immigrants is more than twice the average for EU urban areas. Finally, the proportion of green spaces - an indicator of environment and amenity - is only half the EU urban average. Between 2001 and 2006, the European Union will invest more than Euro 728 million of European Regional Development Fund (ERDF) money in these areas. Adding local and national cofinancing, including the private sector, this makes a total investment of Euro 1.6 billion. Funding concentrates on physical and environmental regeneration, social inclusion, training, entrepreneurship and employment.
