Understanding the function of genes and other parts of the genome is known as functional genomics. The Human Genome Project is just the first step in understanding humans at the molecular level. Though the sequencing phase of the project is complete, work is still ongoing to determine the function of many of the human genes. Efficient interpretation of the functions of human genes and other DNA sequences requires that resources and strategies be developed to enable large-scale investigations across whole genomes. A technically challenging first priority is to generate complete sets of full-length cDNA clones and sequences for human and model-organism genes. Other functional-genomics goals include studies into gene expression and control, creation of mutations that cause loss or alteration of function in nonhuman organisms, and development of experimental and computational methods for protein analyses.

Extractions: An article on the application of nuclear resonance vibrational spectroscopy (NRVS) to the study of complex metal-cluster proteins is featured on the cover of Inorganic Chemistry. This work shows NRVS to be especially useful for observing the low-frequency motions of Fe-S clusters in proteins, which are obscured or not readily visible by other methods. These clusters are of great interest due to their potential use as molecular switches that might be used to regulate protein biosynthesis or enzyme stability. Further valuable applications of NRVS may lie in the study of Fe-S clusters at redox levels that have been beyond the reach of of resonance Raman spectroscopy.

Extractions: Trade, business or rental property owners who pay taxes for a business site in Oregon are eligible for the tax credit. The business, its partners or its shareholders may use the credit. The applicant must own or be the contract buyer of the project (the project owner). The business must use the equipment for the project or lease it for use at another site in Oregon. A project owner also can be an Oregon non-profit organization, tribe or public entity that partners with an Oregon business or resident who has an Oregon tax liability. This can be done using the Pass-through Option. The Pass-through Option allows a project owner to transfer the 35 percent Business Energy Tax Credit project eligibility to a pass-through partner for a lump-sum cash payment. A project owner may be a public entity or non-profit organization with no tax liability or a business with tax liability that chooses to use the Pass-through Option. The Pass-through Option rate for five-year Business Energy Tax Credits effective October 1, 2003 is 25.5 percent. The Pass-through Option rate for one-year Business Energy Tax Credits (those with eligible costs of $20,000 or less) effective October 1, 2003 is 30.5 percent. The Oregon Department of Energy sets the Pass-through Option rates.
