This indicates that despite seizures and losses, the value of the drugs increase substantially as they move from producer to consumer." Source: United Nations Office on Drugs and Crime (UNODC), World Drug Report 2005 (Vienna, Austria: UNODC, June 2005), p. 127. "If compared to global licit exports (US$7,503 bn in 2003) or compared to global GDP (US$35,765 bn in 2003) the estimated size [of] the global illicit drug market may not appear to be particularly high (0.9% of global GDP at retail level or 1.3% of global exports measures at wholesale level). "Nonetheless, the size of the global illicit drug market is substantial. The value, measured at retail prices, is higher than the GDP of 88% of the countries in the world (163 out of 184 for which the World Bank has GDP data) and equivalent to about three quarters of Sub-Saharan Africas combined GDP (US$439 bn in 2003). The sale of drugs, measured at wholesale prices, was equivalent to 12% of global export of chemicals (US$794 bn), 14% of global agricultural exports (US$674 bn) and exceeded global exports of ores and other minerals (US$79 bn) in 2003. Such sales of drugs were also higher than the combined total licit agricultural exports from Latin America (US$75 bn) and the Middle East (US$10 bn) in 2003."

Law enforcement has been at the center of federal spending on criminal justice responses to drug use for decades. Yet leading national indicators of drug use and drug violations show that there is no clear relationship between drug arrests and drug use, and that the impact of increased arrests, convictions and incarcerations of people for marijuana offenses has significant and measurable collateral consequences on communities and individuals. For decades the United States has been fighting a losing war against drugs. While budgets have increased dramatically over the last two decades and drug-related incarcerations consistently reach new records, drug problems worsen. Adolescent drug abuse is increasing, overdose deaths are at record levels, heroin and cocaine are cheaper, more pure and more available, and health problems related to drugs, especially the spread of HIV/AIDS, are mounting, while an expensive and ineffective international counter narcotics policy entails growing human rights and environmental costs. Drug problems can be reduced at less cost if we change course and adopt strategies that work. At a time when the federal budget is limited, programs need to re-evaluated to make sure that funding goes only to programs that work. We need new ideas to save lives - we can't afford to continue to be wrong.

Extractions: THE SAFETY OF A NEIGHBORHOOD is an important indicator of its overall economic and social health. Neighborhood crime prevention efforts are essential. Safe neighborhoods are necessary to foster common values and community quality of life. Neighborhood crime, on the other hand, creates fear and distrust among residents. Crime is more common in poorer neighborhoods with high population turnover density where bonds between residents are vulnerable. Crime also flourishes in neighborhoods where there are more opportunities for violence, such as illegal drug and gun markets (Reiss and Roth Left unchallenged, neighborhood crime contributes to community neglect and disintegration. There are few incentives to invest, either economically or socially, in an unsafe neighborhood. Residents are suspicious of each other and become demoralized about their neighborhoods, inhibiting cooperation. Community networks formed by youth emulating positive adult behavior suffer when people are fearful and distrustful (Moore

Extractions: Domestic Violence Information on: What Is Crime Prevention? Crime Prevention fosters conditions, attitudes and behaviors that promote a safer community. Prevention programs can be looked at as having one of two tracks: preventing victimization and preventing criminalization. Preventing Victimization Most crime prevention programs emphasize this track. We do this with programs that change conditions to make people less vulnerable to victimization or we change attitudes and behaviors to make people safer. Examples of making people less vulnerable to victimization are crime prevention through environmental design, home safety inspections, Block Home program and Neighborhood Watch. Changing attitudes and behaviors starts by providing basic information about how to be safer using multimedia formats, or by providing training in areas like Personal Safety and Confrontation Management.
